Program Assistant | San Miguel, El Salvador | 2025 At Chemonics

Chemonics is seeking a Program Assistant for the USAID/OTI Connecting Communities Project. The program, funded by USAID/OTI and implemented by Chemonics in El Salvador, will help foster organized and connected communities where citizens work to build social cohesion and address collective priorities. The implementation of this program requires a highly integrated and dynamic team approach for creative, coordinated, and effective implementation. This position will be based in San Miguel , El Salvador.

Responsibilities:

  • You will work under the direction of the program development staff and will be assigned to work for a specific geographic area in conjunction with the program partners, establishing connections with local leadership, civil society and other stakeholders to gather information on the program context and contribute to the design, implementation and closure of activities.
  • It will provide substantial input into the design and development of activities for approval, with input into the design of engagement and implementation plans.
  • You will participate in the development and continuous improvement of the strategic framework and objectives of the program.
  • It will identify and support community actors in the co-creation of activities, as well as in their role in their implementation.
  • You will assist the grants team in developing grant implementation strategies and budgets as needed.
  • Visits will be made to the sites where the project has activities to support with supervision as necessary.
  • You will work with the MEL team to monitor the progress of each donation assigned to you.
  • Will assist in procurement functions as required.
  • Other responsibilities as assigned.

Ratings:

  • A university degree in a relevant field is required, with some academic and/or practical experience in research and analysis.
  • Two years of experience, preferably working for an international organization/company.
  • Demonstrated analytical ability and understanding of local and regional political contexts in El Salvador and the assigned province preferably required.
  • Strong interpersonal, oral and written communication skills are required.
  • Ability to work independently with minimal supervision, prioritize multiple tasks in an extremely dynamic environment, meet deadlines, and exercise strong professional judgment.
  • Be available to travel within the country on a regular basis
  • Fluency in written and oral Spanish is required; fluency in written and oral English is an advantage but not required.

Field Program Assistant

Responsibilities:

  • Gives substantial input into the design and development of activities for clearance, with input into the design of engagement and implementation plans.
  • Participates in the development and continuous improvement of the program strategic framework and objectives.
  • Identifies and accompanies community stakeholders in the co-creation of activities, as well as their role in activity implementation.
  • Collects data required for grant budgets and gathers cost and pricing information from specific locations.
  • Assists the grants team to develop grant implementation strategies and budgets as needed.
  • Conduct site visits to monitor activities and provide oversight as needed.
  • Works with the MEL team to monitor the progress of grants.
  • Assists in procurement functions as necessary.
  • Other duties as assigned.

Qualifications:

  • Bachelor’s degree in a relevant field required.
  • Two years of experience; experience working for an international organization/company preferred.
  • Demonstrated analytical ability and understanding of local and regional political contexts in El Salvador and assigned province strongly preferred.
  • Strong interpersonal and oral and written communications skills required.
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, strong professional judgment.
  • Ability/willingness to travel throughout the country on a regular basis.
  • Fluency in written and oral Spanish is required; written and oral fluency in English is a plus, but not required.
