Program Analyst Technical Advice Connect LTD/GTE (TAConnect)

Background

TAConnect is implementing a national initiative to establish an integrated Maternal, Newborn and Child Health (MNCH) Community of Practice (CoP), Registry, and Learning Platform that will strengthen coordination, evidence generation, implementation research, knowledge translation, and policy engagement across Nigeria’s maternal and newborn health ecosystem.

The programme seeks to establish a nationally coordinated learning system that connects routine data, implementation research, quality improvement, and policy dialogue to accelerate the adoption of evidence-based interventions and improve maternal and newborn health outcomes. The Program Analyst will provide technical and operational support for the implementation of programme activities, coordination of stakeholders, monitoring of deliverables, knowledge management, and reporting.

Position: Program Analyst

Project: Strengthening Nigeria’s Maternal, Newborn and Child Health (MNCH) Community of Practice, Registry and National Learning Platform

Duty Station: Abuja, Nigeria (with periodic travel to participating institutions and states)

Reports to: Project Lead

Duration: Full-time, fixed-term appointment (with possibility of renewal based on performance and project funding)

Purpose of the Position

The Program Analyst will provide analytical, technical, and operational support to the implementation of the MNCH Community of Practice and Learning Platform. The incumbent will coordinate programme activities, monitor implementation progress, facilitate stakeholder engagement, support knowledge management, synthesize programme data, and contribute to high-quality reporting, learning, and adaptive management.

The position requires an individual with strong analytical, organizational, communication, and stakeholder management skills who can work effectively across multidisciplinary teams and government institutions.

Scope of Work

The Program Analyst will undertake the following responsibilities:

  1. Programme Planning and Coordination
  • Support the implementation of annual work plans and operational plans.
  • Coordinate day-to-day programme implementation activities.
  • Track programme milestones and deliverables.
  • Monitor implementation timelines and identify potential risks and bottlenecks.
  • Support Secretariat coordination of the MNCH Community of Practice.
  • Coordinate meetings, workshops, webinars, and technical learning sessions.
  • Maintain programme calendars and activity trackers.
  1. Stakeholder Engagement and Partnership Coordination
  • Support stakeholder mapping and engagement activities.
  • Coordinate communication with Federal and State Ministries of Health, academic institutions, development partners, and professional associations.
  • Organize Technical Working Group meetings and Community of Practice convenings.
  • Prepare meeting agendas, presentations, minutes, and action trackers.
  • Follow up on agreed action points and decisions.
  • Maintain a stakeholder database and partnership engagement tracker.
  1. Knowledge Management and Learning
  • Support implementation of the programme’s Knowledge Management and Learning Strategy.
  • Coordinate documentation of lessons learned and best practices.
  • Support the preparation of knowledge products including policy briefs, learning briefs, technical summaries, success stories, case studies, quarterly newsletters
  • Support management of the online Community of Practice platform.
  1. Monitoring, Reporting, and Performance Tracking
  • Support implementation of the Monitoring, Evaluation, Research, and Learning (MERL) framework.
  • Monitor programme indicators and performance targets.
  • Compile quarterly and annual programme reports.
  • Track implementation of action plans.
  • Maintain programme dashboards and performance scorecards.
  • Analyze implementation data and generate insights for programme improvement.
  • Support documentation of policy uptake and programme influence. 
  1. Evidence Synthesis
  • Compile and analyse programme and registry data.
  • Prepare analytical reports and presentations.
  • Synthesize research findings for technical and non-technical audiences.
  • Support evidence translation into implementation guidance and policy recommendations.
  • Assist in preparing national learning reports and evidence syntheses.
  1. Communications and Advocacy Support
  • Develop communication materials for programme activities.
  • Support dissemination of programme outputs.
  • Coordinate production of newsletters, briefs, and communication products.
  • Assist with media and stakeholder engagement activities.
  • Support organization of advocacy meetings and policy dialogues.
  • Prepare presentations for senior management and government stakeholders.

 

  1. Grants and Administrative Support
  • Support tracking of programme deliverables against grant requirements.
  • Monitor consultant and partner deliverables.
  • Maintain programme documentation and filing systems.
  • Assist in procurement planning for programme activities.
  • Support logistical arrangements for meetings, workshops, and field activities.
  • Ensure timely submission of programme documentation.
  1. Research and Technical Support
  • Conduct literature reviews and environmental scans.
  • Support implementation research activities.
  • Assist with development of technical guidelines and operational tools.
  • Contribute to concept notes and funding proposals.
  • Support preparation of technical publications and conference presentations.

Qualifications

  • Bachelor’s degree in Public Health, Health Policy, Health Sciences, Epidemiology, Development Studies, Social Sciences, Project Management, Statistics, or a related field.
  • A Master’s degree in Public Health, Health Management, Public Policy, Development Studies, or a related discipline is an added advantage.
  • Minimum of 9 years of progressively responsible experience in health programme implementation, project management, research, monitoring and evaluation, or health systems strengthening.
  • Experience working with government institutions, development partners, or donor-funded programmes.
  • Experience supporting maternal, newborn, child health, reproductive health, or health systems programmes is desirable.
  • Experience coordinating meetings, workshops, and multi-stakeholder engagements.
  • Demonstrated experience in report writing and knowledge management.
