Procurement Assistant At Hope and Rural Aid Foundation (HARAF)

Hope and Rural Aid Foundation (HARAF) is a National non – profit organization functioning since 2011 but was officially registered under the corporate affairs commission (CAC) of the federal government of Nigeria in the year 2016 with registration number RN: CAC/IT/:85536. HARAF are into humanitarian and development activities with full operational presence and offices in Adamawa, Borno, Yobe with field offices in Michika and Calabar. The head office in Yola. The organization works in the Food Security and Livelihood, Protection (Child Protection/GBV), Education and Shelter/CCCM Thematic areas.

 HARAF plans to implement complimentary livelihoods activities particularly to introduce livelihoods interventions to build their capacity by contributing to their basic food needs and ultimately reduce the cost of life savings interventions over time. This will also provide opportunity to utilize the otherwise idle labour, mostly from youth who are caught in humanitarian crisis through Entrepreneurship, Livelihood Intervention Skills acquisition and Financial Literacy Training at selected communities of Yola South LGA, Adamawa state.

General Position Summary

The overriding objective for all HARAF procurement activity is the prompt and effective provision of materials and services to HARAFS’ beneficiary populations in compliance with donor specifications. The Procurement Assistant will work closely with other members of the Internal Procurement Committee to ensure the efficient procurement of items/services. S/He must be able to rapidly support the Internal Procurement Committee with procurement of supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.

Responsibilities

  • Prepares Request for Quotations and share with vendors/service providers  Update contract tracking sheet on a timely basis.
  • Doing regular market survey for regularly purchased items.
  • Update On-going PR Master list with all assigned purchase requests and share with program team on a weekly basis
  • Prepares bid registers for bid submission
  • Establishment and maintenance of ethical, professional working relationships with suppliers.
  • Supports the procurement committee chairman to prepare and circulate quarterly procurement updates
  • Printing Purchase Requests (PRs) in coordination with Procurement Coordinator and the Procurement Officers; ensuring that PR is given to the originator for appropriate signature
  • Has a full understanding of HARAFs procurement policies and format
  • Collects quotations and bids from the market for PR-s as assigned by coordinator as per HARAF/DONOR standards and formats.
  • Ensure fair competition and strictly adhere to HARAF procurement rules regarding vendor relations
  • Interact with vendors, in coordination with Procurement Coordinator and the Operations Lead; coordinating with Finance department to ensure payments are facilitated in a timely manner.
  • Ensure goods are received in accordance with HARAFs standard
  • The implementation and/or maintenance of standard Christian Aid procurement policies and procedures.
  • Ensuring that procurement is carried out in accordance to Christian Aid and donor-specific polices.
  • Prepare the required documentation of supplies and transactions are completed to HARAFs standards.
  • Update Completed PR Master list with all assigned.
  • File completed transactions as necessary.
  • Assist Procurement Officer and the Procurement Officer during tender opening and evaluation sessions
  • Follow up with the finance team to retrieve documents submitted for reviews.
  • Identify assets during procurement and notify the Asset Controller on receipt of assets.
  • The Procurement Assistant will conduct himself/herself both professionally and personally in such a manner as to bring credit to HARAF and to not jeopardize its humanitarian mission.

Security:

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Work closely with the security focal point to develop and maintain systems that ensure the safety and security of the team in all aspects of its implementation process.

Knowledge and Experience

  • A University Degree in relevant field or any of the Social Sciences.
  • Great procurement & supply chain skills
  • Minimum of one-year experience in a similar role
  • Proficient in Microsoft packages especially excel and Microsoft word.
  • You must have experience in procurement, supply chain, stock/store, inventory and contract & vendor management
  • Good communication (oral and written) skills and able to generate reports.
  • Good work attitude and excellent interpersonal skills
  • Excellent organizational skills
  • Ability to use discretion, think out of the box and trustworthy
  • Ability to work longer hours where required
  • Willingness to take on more responsibilities as may be required
  • Result – oriented and willingness to learn
