Through local, National and global partnerships, Ipas works to ensure women can obtain safe, respectful and comprehensive abortion care; including contraception counselling to prevent unintended pregnancies.With origins as the innovator of technology that transformed the landscape of safe abortion around the world, Ipas has grown into a multidisciplinary global team dedicated to ensuring that women are able to act on the full spectrum of their sexual and reproductive rights.
Summary
Ipas Nigeria seeks to engage the services of a Procurement and Logistics consultant, with cognate competence and experience to assess existing systems and processes within Ipas Nigeria and recommend best practices to achieve efficiency and adherence to standard operations handbook and donor guidelines.
Scope of Work:
- Review existing Ipas Nigeria SOPs and procurement guidelines and recommend modifications where necessary.
- Review Procurement processes and recommend modifications where necessary.
- Develop and share procurement tools, templates and sample procurement plans that will contribute to an accountable and transparent procurement system.
- Review vendors assessment tool and recommend modifications where necessary; share tools and templates to enhance efficiency. (inclusive of car hire vendors)
- Develop the first draft of a Store Management Policy and Guidelines including relevant tools – software, forms, etc
- Assess Ipas fleet management system, suggest and share tools and templates to enhance efficiency.
- Propose a mechanism for periodic market price assessment that will provide timely and relevant information for assessment of quotes to ensure Value for Money in Ipas procurement process.
- Recommend a vendor performance assessment approach for assessing the effectiveness and efficiency of all Ipas vendors.
Deliverables
- Sample of templates and tools developed.
- Draft of Store Operations Policy and Guidelines
- Train store officer and other staffs on the new templates and tools
- A final narrative report of the engagement.
Timeframe
The expected period of performance is 10 working days.
Method of Application
Ipas invites interested individuals with competence to submit an Expression of Interest (EoI) on or before CoB, 17th March 2021. The EoI should clearly articulate:
