GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja.  Currently 361 national and 66 international employees, 19 regional staff, 4 integrated specialists and 3 development workers are working in the country (June 2020).

The Project:

GIZ Country offices are the central element of GIZ’s field structure. They ensure consistent overall representation of the company and its successful positioning as a service provider in the international cooperation market. They are headed by a country director.

The country directors represent GIZ as a whole in the country or countries they service. The country director is responsible for shaping the GIZ country portfolio and assuring its quality, and in particular ensures that GIZ activities in all business sectors are coherent.

The country directors generally have management responsibility for the officers responsible for commissions in the public-benefit TC measures in their area.

The GIZ Offices provide human resources and commercial support services for programmes and projects in their areas. These services must be contracted as set out individually in the respective processes and rules sections.

Furthermore, the GIZ Offices perform internal audits of the project administrations in the public-benefit sector, and by agreement for International Services projects and offices too.

Responsibilities & tasks:

A. Responsibilities

The Procurement and Contract Specialist performs the following tasks:

  • In your role you work on all job orders within your remit and are the main contact for advising managers and other staff members on all issues in the thematic area, particularly with regard to the procurement of materials and equipment, customs declarations and vehicle registration. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.   • You clearly communicate the relevant requirements, conditions, and restrictions in terms of your capacity to act with due regard for compliance rules and P+R.
  • You coordinate the process for awarding contracts, agree and enter into contracts in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
  • In this context, you research and identify potential providers and suppliers, and obtain and evaluate bids.
  • The role includes close consultation with the programmes and projects in order to clarify details of their procurement requirements and provide solutions.
  • In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
  • You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation.

B. Tasks

  • In accordance with GIZ regulations, procure services, locally, regionally, process invitations to tender and subsequent orders.
  • Assessing the submitted proposals based on the established criteria and required product specifications and negotiating agreements.
  • Monitoring supplier performance, following up orders, inspecting and assessing the quality of the supplied goods and services, and solving problems together with suppliers/ service providers.
  • Informing projects and programmes on time about the status of procurement and customs matters 
  • Maintaining service providers records and procurement records and files
  • Keeps database of suppliers/ service providers and conducts regular search for alternatives. 
  • Prepares standard contracts of Services, financing agreement, local subsidies requested by projects.
  • Monitors status of contract implementation maintains and updates contract monitoring sheet.
  • Performs other duties and tasks at the request of management. 

C.  Required qualifications, Competences and Experience

Qualifications

  • Minimum of University Degree in Economics, Finance, Accountancy, Business Administration or related of study.

Professional experience

  • Minimum of 5 years of professional experiences in a comparable position.
