Plan International’s Regional Hub for the Americas publishes the Terms of Reference for the “Preselection of consultants specialized in context and social analysis, needs assessments, project formulation with a development or humanitarian focus and with a focus on children’s rights.”
Business Development teams at Plan International have to respond to different funding opportunities and sometimes internal capabilities are not sufficient to do so. Strategically, there has been a need to outsource some of these processes at a regional level, since time, efficiency and quality of analyses and/or formulations can be optimized if this work is carried out by an external expert, as long as it complies with Plan International’s guidelines.
Since 2003, Plan International has been working with a “consultant pool” through which it has made multiple hires. On this occasion, Plan International wishes to update the members of its “consultant pool”, keeping those who had previously applied and adding any new applicants.
JUSTIFICATION
In order to ensure greater organizational capacity to respond to the growing needs for social intervention in the communities where Plan works on development projects and in communities affected by humanitarian crises, Plan International in Latin America and the Caribbean seeks to create a “pool of consultants” who can be hired on an ad hoc basis when the organization identifies a need for specific support.
GENERAL OBJECTIVE
Pre-select consultants who meet the profile to update/form a “pool of pre-identified, pre-evaluated and pre-selected consultants” to be contacted when the organization seeks specific external support to carry out processes of: a) analysis of social contexts, b) analysis of stakeholders, c) needs assessments and d) formulation of proposals and budgets to be presented to institutional donors in the development or humanitarian sector for the financing of projects to be implemented by Plan International and/or its partners.
PURPOSE AND SCOPE
A “consultant pool” will be established for a period of 1 year (renewable). The consultant must be located in one of the following countries:
- Mexico;
- El Salvador;
- Guatemala;
- Honduras;
- Nicaragua;
- Dominican Republic;
- Haiti;
- Colombia;
- Ecuador;
- Peru;
- Brazil
- Bolivia;
- Paraguay
- Panama (Regional Hub)
Selected consultants must meet the following objectives:
1) Analyze the needs, the local social context and the context of actors involved around a specific social problem or a specific geographic location.
2) Collaborate with the Plan International team in formulating projects that address these needs.
3) Provide guidance and technical support in the preparation of project proposals and their corresponding budgets for donors of international cooperation (development and humanitarian) with a focus on donors such as INTPA, ECHO, USAID, BHA, BPRM, GFFO, BMZ, ASDI, among others.
