Objective of the assignment
• To support the local implementing partners (co-applicant) and BfdW (as action coordinator) in ensuring compliance with EU INTPA (International Partnerships – EC) rules and regulations, in particular with regard to PMEA, including the design of a PMEA system.
• To strengthen staff capacity in terms of PMEA and in relation to EU INTPA procedures for reporting, financial management, contracting, procurement, communication and visibility.
Participants involved
The participants involved in this process are the BfdW Regional Office for Central America, especially the coordinator and the accountant accompanying the project, as well as the project teams of the two Honduran partner organizations: the Center for Human Development (CDH) and the Christian Organization for Integral Development of Honduras (OCDIH).
Purpose of the provision of services
The consultancy focuses on the design of a PMEA system for the project in question and the qualification of the personnel working on the project and who, due to their role, are responsible for collecting information and preparing narrative and financial reports.
Activities to be carried out
• Develop and implement an effective PMEA system, as well as the development of digital PMEA system capacities for staff and key stakeholders, which will continue throughout the duration of the project (4/2025 – 2/2028). This will include:
o establishing a digital PMEA system for the project, allowing for joint data entry, collection, and analysis; the PMEA system must allow the consortium to track the implementation of activities, outputs, and the achievement of objectives and indicators (as defined in the logical framework); allow tracking of the budget and expenditure executed by each of the partners; and digitally store complete project-related documentation.
o Furthermore, the PMEA system must include a dashboard and database interface, and be capable of producing automated information and reports (in accordance with the EU template) for full transparency.
o Support to all project staff on monitoring and compliance issues throughout the execution period via teleconferences and email.
• Conduct a baseline study of the project context and establish the baseline for the project’s logical framework, which will be delivered in its final version by the end of June 2025 (in draft form in May 2025). This baseline will also form the basis of the project’s PMEA system and processes.
• Planning, facilitation, and documentation of a 3-day kick-off workshop (in Santa Barbara, Honduras) planned for the end of May 2025. This entails:
o Capacity building for selected program staff and key stakeholders in
EU INTPA project management,
accountability
, public procurement,
financial management procedures (including the Third-Party Financial Support Facility (TFSF)),
and visibility; o
A human rights-based approach; o
Participatory planning;
o Gender-sensitive tools for data collection and reporting;
o Analysis of organizational capacities for subsequent online mentoring and training;
o Training in the use and adjustments of digital project management, data collection, and reporting tools (PMEA system);
o Presentation of a proposed baseline study methodology
; o Facilitating detailed planning for the first year of implementation;
o Preparation of the project’s communication and visibility plan based on EU guidelines.
• Planning, facilitating, and documenting two annual planning and review workshops (final years 1 and 2) and one final workshop (in Honduras, city to be confirmed). Tasks include:
o Capacity building for selected program staff and key stakeholders in
EU INTPA project management ;
accountability;
public procurement;
financial management procedures (including the Third Party Financial Support Facility (TFSF));
visibility;
a human rights-based approach
; participatory planning;
and gender-sensitive tools for data collection and reporting;
o Support in the preparation of the EU annual and final reports (narrative and financial)
; o Planning for the following year, including budget forecasting, to review and discuss the previous year.
