Pharmacy Supervisor – Senegal – Atlantic Migrations At Doctors Without Borders

Médecins Sans Frontières is a non-governmental humanitarian organization, created in France in 1971, under the status of a non-profit association. Nobel Peace Prize in 1999. Médecins Sans Frontières aims to provide humanitarian medical aid to any affected population without distinction of ethnicity, gender, religion, philosophy or political opinion.

DIRECT RESPONSIBLE: Responsible for medical activities

Main Goal

Ensure the general smooth running of the pharmacy and manage supply chain processes according to MSF standards , in order to ensure its efficiency and operational availability

Responsibilities

  • Define storage, stock management and supply processes, hygiene and safety procedures, tools, and protocols (against rodents and other pests), establish adequate quality controls and archive them, in order to ensure good storage conditions (temperature, humidity, exposure to light) and the availability of medicines and medical equipment. These tasks will be carried out in compliance with MSF protocols , national regulations and in cooperation with the logistics department.
  • Coordinate the delivery, reception and recording of local and international orders in close collaboration with the logistics department, update stock sheets and inform the operational manager of their status (shortages, surpluses, expiry dates), in order to permanently maintain safety stock levels and ensure efficient management.
  • Oversee orders for medical equipment and medications to ensure efficient and appropriate consumption, within budgetary constraints.
  • Monitor the dispensing of medications in accordance with medical prescriptions, informing patients on how to take and store them, to ensure their therapeutic progress.
  • Ensure efficient supply to other pharmacies managed or supported by MSF , based on orders and stocks, and using the cold chain where appropriate. Monitor and analyze pharmacy orders to prevent stock-outs or prevent drugs from expiring.
  • Supervise, in collaboration with the Human Resources department, the related processes (needs, transfers, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and nursing staff, in order to have a sufficient team and knowledge, and to improve the team’s capabilities.
  • Report on the consumption of medications and medical equipment provided in compliance with protocols, alert on unusual consumption patterns and anticipate future needs, in order to rationalize the budget and guarantee availability.
  • Record all items received and distributed (Isystock).
  • Assist in training healthcare personnel regarding the dispensing of medications and their side effects.

MSF Section Specific Responsibilities/Context

  • Set up monitoring of weekly and then monthly consumption of the various activities (OPD, landings). With the medical team, discuss the adjustment of available stocks for each of them based on this monitoring. With the Nursing Manager, anticipate and understand potential stock shortages and work on preparing future orders.
  • Ensure the availability at all times and the refilling after use of the current pharmacy of the landings and that of the advanced medical post.
  • Support, if necessary, activity supervisors in monitoring their consumption and prepare orders for the various consumption units or for external structures, correctly packaged and shipped. Ensure that stock sheets and the pharmacy tracking software are updated.
  • Take the steps required by pharmacy representatives to validate one or more items for a local purchase.

Professional skills

Education:

Diploma in pharmacy, nursing or medical profile essential

Experience:

1 year minimum required for a pharmacy manager position

LANGUAGES :

Oral and written French is essential.

English is desirable.

Wolof is an asset.

Knowledge:

Knowledge of the migration context desired.

Workplace: Dakar
