Job Title: Monitoring & Evaluation Officer

Position Overview

  • The officer works as part of the state technical team and shall support the implementation of robust monitoring and evaluation systems at all program sites.

Duties & Responsibilities
Main Tasks / Responsibilities:

  • Develop and track progress of M&E work plan.
  • Develop and implement capacity building plan for the sites in collaboration with the State Government.
  • Provide technical assistance to program sites in setting up and maintaining M&E systems (collection, analysis, reporting and use of output data for program improvement) in collaboration wit the state GON M&E structures.
  • Work with program sites to identify, integrate and strengthen existing M&E structures in collaboration with the state GoN.
  • Support the collation and review monthly reports, and provide feedbacks to program sites
  • Conduct timely review and analysis of state level data and provide monthly feedback to the State Technical Team, internally.
  • Facilitate monthly data review meeting (DRM) to provide a forum for discussion on progress, gaps in program implementation and proffer solutions.
  • Submit collated report to the central program office on or before the 10th of the succeeding month.
  • Conduct data quality audit and supportive supervision at the program sites to ensure compliance with monitoring and evaluation plans and procedures.

Periodic / Special Tasks / Responsibilities

  • Work with other Program Officers to identify, develop and implement relevant evaluation and operation research projects
  • Represent ECEWS at M&E meetings and trainings organized by the state government and other stakeholders within the state.
  • Respond to data demands/request from State Government
  • Perform any other official task as may be assigned by supervisor or Management.

Reporting & Supervision:

  • The position reports to The Monitoring & Evaluation Associate and the Manager on the Project.

Required Qualifications

  • Minimum of HND (Medical Records) or Bachelor’s Degree.
  • At least 2 years’ post NYSC experience in developing country health care programs or program support function 2 years of which must be within an international NGO or equivalent
  • Experience working in the M&E, Research or Computer fields will be an added advantage
  • Skills using MS Excel, MS Access, SPSS and/or SAS and Epi-Info highly desirable but not necessary as trainings will be provided
  • Strong data management and analysis skills
  • Hands on experience in the use of computer (Word processing, Excel, and database programs).
  • Knowledge of and experience in spreadsheet and database management work.
  • Good communication and reporting skills including proficiency in both written and spoken English.
