POSITION: Monitoring, Evaluation & Learning Manager
LOCATION: Kano
OVERALL RESPONSIBILITY
The MEL Manager will oversee all Monitoring, Evaluation, and Learning activities for the Bill and Melinda Gates Foundation (BMGF) Project in Kano and Kaduna States, ensuring quality data reporting, performance management, project monitoring, research, and learning activities. The role involves providing leadership and system support to facilitate high-quality data verification and validation for project performance.
SPECIFIC RESPONSIBILITIES
Program Monitoring & Evaluation (M&E) System Development
- Review the BMGF MEL framework, tools, and systems to track program progress and measure project effectiveness.
- Establish key performance indicators (KPIs) and monitor project performance against KPIs.
- Analyze data trends to identify program delivery gaps and provide actionable feedback to the project team.
- Lead project surveys, including baseline, end-line, and other studies to assess project impact.
- Ensure MEL activities align with donor and organizational standards, including data validation, verification, and regular dissemination of findings.
Leadership and Capacity Building
- Lead MEL activities for the project and coordinate efforts across project locations.
- Support and coordinate M&E Officers in project states.
- Build capacity among project staff, partners, and field teams on MEL practices, tools, and data management.
- Mentor Regional Monitoring and Evaluation Officers and project team members on data management responsibilities.
- Coordinate project data management activities, including situation room sessions.
Project Reporting and Learning
- Ensure accurate, complete, and timely reporting of project deliverables.
- Prepare high-quality internal and external reports on MEL findings for donor submission.
- Document and disseminate lessons learned and best practices to inform project implementation.
- Organize knowledge-sharing sessions and workshops for internal and external stakeholders to enhance project learning.
- Support the integration of MEL findings into organizational strategies and program planning.
Advocacy and Stakeholder Management
- Assist the Project Manager in establishing partnerships to raise project visibility and influence policy, practices, and sustainability of data management in project states.
- Foster relationships with key stakeholders to benefit the project and the MSIN country program.
Additional Responsibilities
- Support MSIN data management initiatives and compliance capacity for donor-funded programs.
- Contribute to organizational strategic planning, fostering professionalism and unity.
- Perform other relevant tasks as assigned by the Director of Technical Services or Senior Management Team.
REQUIRED QUALIFICATIONS, SKILLS & EXPERIENCE
- Education: Bachelor’s or master’s degree in International Development, Social Sciences, Statistics, Public Health, or related fields.
- Experience: 5-7 years in monitoring and evaluation; Project Management experience required.
- Skills: Proficiency in quantitative and qualitative data collection, analysis, and reporting; familiarity with digital data tools like KoboToolbox, ODK, CommCare, and DHIS2.
- Additional Abilities: Strong numeracy skills, statistical analysis, data management, and the ability to clearly communicate data insights.
- Knowledge: Experience with project MEL tools such as Result Frameworks, Theories of Change, and Logical Framework approaches.
- Desirable Experience: Prior work on donor-funded projects like BMGF, FCDO, CIFF, USAID is an added advantage.
- Soft Skills: Excellent communication, report-writing, leadership, organizational, and problem-solving skills.
