Position: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer
Duty Station: Maiduguri, Borno State, Nigeria
Role Description: Under the supervision of the MEAL Manager, the MEAL Officer will lead monitoring, evaluation, accountability, and learning activities for a CBPF‑funded project focused on technical oversight and capacity strengthening of national NGOs (NNGOs) delivering climate‑resilient and nutrition‑sensitive food security interventions in Borno State. The role ensures quality, accountability, compliance, and evidence‑based learning in line with NHF standards.
Main Responsibilities/Tasks:
- Lead baseline, endline, and routine monitoring activities aligned with NHF requirements
- Manage digital data collection and reporting systems (e.g., KoboToolbox)
- Conduct data quality checks, analysis, and reporting
- Support and train NNGOs on MEAL systems, indicators, and reporting
- Coordinate joint monitoring visits and learning reviews
- Strengthen Accountability to Affected Populations (AAP) and community feedback mechanisms
- Integrate gender, disability inclusion, protection, and PSEAH indicators into MEAL systems
- Document lessons learned and best practices to support adaptive programming
- Monitoring and Evaluation
- Lead the design and implementation of project baseline and endline assessments, ensuring alignment with NHF and Food Security Cluster indicators.
- Develop and oversee project MEAL frameworks, indicator tracking tools, and data collection plans.
- Provide technical guidance and supervision to NNGOs during data collection, ensuring ethical, inclusive, and gender‑sensitive approaches.
- Conduct data quality assurance (DQA), cleaning, analysis, and interpretation of monitoring data.
- Support and participate in joint monitoring and verification visits with NNGOs and MI technical teams.
Digital Data Systems and Reporting
- Lead the configuration and management of digital MEAL tools (e.g., KoboToolbox) for real‑time data collection and reporting.
- Support NNGOs to set up and operationalize digital monitoring systems and dashboards.
- Ensure timely, accurate, and high‑quality data reporting in line with NHF and donor requirements.
- Contribute to progress, donor, and final evaluation reports, including visualization of results and lessons learned.
Accountability to Affected Populations (AAP)
- Support NNGOs to establish and maintain functional feedback and complaints mechanisms, including safe referral pathways for sensitive cases (PSEA, GBV).
- Ensure community feedback is systematically documented, analyzed, and used to inform adaptive programming.
- Monitor AAP indicators during joint field visits and through digital tracking systems.
- Support community awareness on rights, feedback channels, and accountability standards.
Learning and Adaptive Management
- Facilitate regular learning and review sessions with MI and NNGO partners to reflect on monitoring findings.
- Document lessons learned, best practices, and gaps from joint monitoring, capacity‑building, and field engagement.
- Support adaptive management by translating MEAL findings into concrete action plans and program improvements.
- Contribute to knowledge products (learning briefs, summaries, presentations) for internal and external use.
Capacity Strengthening of NNGOs
• Deliver capacity building sessions for NNGO staff on:
- MEAL system design
- Indicator tracking
- Digital data collection
- NHF compliance and verification
• Provide ongoing mentoring and on-the-job coaching to NNGO MEAL staff.
• Support NNGOs to integrate MEAL findings into proposal development, planning, and reporting frameworks.
Cross-Cutting Compliance and Inclusion
- Ensure that MEAL systems integrate gender equality, disability inclusion, protection mainstreaming, and PSEAH indicators.
- Support the use of disaggregated data, including age, sex, and disability (Washington Group Questions where applicable).
- Participate in safety audits, inclusion monitoring, and verification activities as required.
General conduct
- Maintain a “client-friendly” atmosphere that is non-judgmental and supportive of beneficiaries regardless of their background, with special attention for respect of medical confidentiality.

Required Qualifications and Experience
- Bachelor’s degree in Statistics, Social Sciences, Development Studies, Economics, Public Health, or a related field
- Minimum 3–5 years’ experience in MEAL roles within humanitarian or development programs
- Demonstrated experience conducting baseline and endline surveys
- Strong experience in MEAL capacity strengthening of partner organizations
- Experience working with CBPF/NHF, or similar donors, is an advantage
- Prior experience in northeast Nigeria or humanitarian settings is highly desirable
