Background
This Scope of Work (SOW) sets forth the services to be provided by the Monitoring and Evaluation Specialist to Technical Advice Connect Ltd/GTE (TAConnect), a non-profit organisation registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.
The M&E Specialist coordinates the implementation of MEL activities at state, LGA, and facility levels, with a focus on data collection, validation, routine analysis, and reporting, working closely with the State Team Lead and the MEL unit at the country office to track program progress, ensure data quality, and generate insights that inform adaptive programming. The role ensures the availability of accurate and timely data to inform program monitoring and operational decisions. It also includes providing technical assistance to state teams, strengthening partner capacity in data management, supporting digital innovations in monitoring, and ensuring compliance with donor reporting requirements.
Key Roles and Responsibilities
Monitoring and Reporting
- Lead the compilation and reporting of program indicators, ensuring alignment with donor frameworks, national systems (NHMIS/DHIS2), TAConnect’s Management Information System (TAMIS), and overall program outcomes.
- Oversee the tracking, maintenance, and updating of the results framework tracker, ensuring real-time monitoring of progress against milestones and deliverables.
Data Management and Quality Assurance
- Conduct routine data validation, coordinate Data Quality Improvements, and support quarterly/annual reviews.
- Play a key role in the adoption of new technologies and adaptation of existing ones to enhance data quality, data visibility, and empirical insight for TAConnect and TA partners.
- Lead data cleaning, verification, and routine updates to the project activity tracking system across all sub-awardees.
- Ensure adherence to standard operating procedures (SOPs) for data management and reporting at the LGA and health facility levels.
- Collaborate with other partners on methodology, alignment of data collection and analysis, results reporting, and utilization of findings to identify complementary investment opportunities.
- Provide strategic oversight on data use for programmatic and policy decision-making and adaptive management.
Capacity Strengthening & Technical Assistance
- Design capacity-building approaches to strengthen the capacity of state health teams, facility staff, and implementing partners on MEL, data quality, and use of digital tools.
- Provide technical support in operational research, monitoring surveys, and evaluations.
- Support implementation of mentorship, supervision, and learning visits at the state, LGA, and facility levels.
- Support TAConnect, state government, and partners to interpret, understand, and apply program and survey data through comparative analytical reporting tools that enhance decision-making.
Learning and Knowledge Management
- Collaborate with the Knowledge Management & Communications Specialist and Implementation Research Partner to synthesize and package lessons learned.
- Facilitate Pause-and-Reflect sessions, program review meetings, and knowledge-sharing workshops.
- Document and disseminate best practices, success stories, and innovations to inform scale-up and policy influence.
- Support the generation and dissemination of robust evidence for project and programmatic learning that drives action, informs decision-making, and influences best practice.
- Synthesize insights from implementation to facilitate, in collaboration with KMC and research partners, the documentation of learning in the form of manuscripts, publications, and other learning materials.
Coordination & Compliance
- Work with state teams, the MEL Manager, and technical leads to harmonize indicators and methodologies.
- Ensure compliance with TAConnect and donor reporting guidelines.
- Support the preparation of periodic donor reports, briefs, and technical presentations.
- Ensure that all project MEL activities run smoothly and are well-coordinated across all sub-awardees.
- Coordinate the activities of ad hoc data staff.
- Perform other tasks as assigned by the MEL Manager and the KMC Specialist in support of the project’s overall strategic goals.
Qualifications and Experience
- Master’s degree in Public Health, Demography/Statistics, Social Sciences, or a related field.
- Minimum of 6 years’ progressive experience in M&E roles for donor-funded health programs in Nigeria.
- Experience leading MEL systems or frameworks, evaluations/research, and stakeholder engagement at a senior level; familiarity with Lagos State context is an added advantage.
- Strong knowledge and hands-on experience with NHMIS, DHIS2, and data quality assurance processes.
- Proficiency with data analysis software (Stata, SPSS, SAS, or R); experience with SQL, Power Query, and advanced Excel is an advantage.
- Experience organizing and facilitating systems-strengthening and capacity-development workshops, and mentoring health workers, is required.
- Experience with mobile/electronic data collection tools (e.g., ODK, KoboToolbox, SurveyCTO).
- Strong analytical, report-writing, and presentation skills.
- Ability to provide technical assistance and training to partners and government stakeholders.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Willingness to travel frequently to program sites.
Supervision
The Monitoring and Evaluation Specialist will report to the State Team Lead, with dotted-line reporting to the MEL Manager.
