MISEDI Empowerment Initiative for Africa empowers women entrepreneurs through entrepreneurship capacity building engendered from the MISEDI network of Women in Business project (NOWIB) that connect women to local and international market opportunities; connect women producers to local farmers; introduce women producers to the export market; Connect women to access finance; create networking platform for women owned businesses; introduce rural underserved women and youth to micro business opportunities.

Job Title: Monitoring and Evaluation Consultant

Contract period: May 2022 – December 2022

Background

  • Youth Alive Foundation (YAF) is a youth-focused civil society organization that plays a part in facilitating a just, equitable and progressive society where youths can have access to social, economic and political opportunities and protect their basic human and political rights.
  • YAF seeks to redefine to role and contribution of youths in the governance and development processes in the country.
  • MISEDI Empowerment Initiative for Africa is a member of the Youth Development Cluster anchored by Youth Alive Foundation (YAF).
  • The Cluster which comprises 10 other civil society and private sector organizations are working to ensure the effective implementation of the National Youth Policy (NYP) at the National and State levels.
  • Our key focus is to strengthen the implementation of Pillar 1 and 5 of the NYP. PILLAR 1 – Productive Workforce and Sustainable Economic Engagement of Youth. PILLAR 5 – Effective Partnership- Building and Collaboration for Youth Development.
  • The objectives of the project are:
    • To increase investments in youth employment/enterprise development through state and national advocacies for implementation of NYP Pillar 1
    • To strengthen partnership and effective collaboration among stakeholders for the delivery of the policy benchmarks of NYP Pillar 5.
  • The cluster seeks to work with the government, the private sector, and other relevant institutions at national and sub-national levels to achieve the projects objective and also critically assess the implementation of pillars 1 & 5 of the National Youth Policy, including the extent of subnational adoption and implementation.
  • To this end, the cluster will require the needed technical support to strengthen monitoring and evaluation, Gender Equality and Social Inclusion, and institutional capacity for the clusters for the effective delivery and tracking of project outcomes.
  • YAF through MISEDI Empowerment Initiative for Africa is seeking to engage the services of a suitable Monitoring and Evaluation (M&E) consultant to support the delivery of the objectives stated in this call.
  • The initial phase of the project would span 8 months and would be implemented in Akwa Ibom, Kano, Rivers, Lagos, Abia state and the FCT.
  • An M&E consultant with experience in Gender Equality and Social Inclusion (GESI) in program implementation would be suitable for this role.

Objectives of the Consultancy
The consultant will support the achievement of the following objectives:

  • To provide coordination for Monitoring, Evaluation and Reporting activities.
  • To support the integration of Gender Equality and Social Inclusion (GESI) in program implementation
  • To enhance the capacity of the Cluster to incorporate gender consideration in its policies and programs.

Scope of Work
The consultant is expected to undertake the following:

  • In collaboration with cluster members, develop a table of targets based on the YDC/SCALE M&E plan by state
  • Develop and improve on Monitoring and Evaluation (M&E) tools to track project indicators
  • Conduct baseline, midterm, and end-term assessments of the project
  • Conduct quarterly Focus Group Discussions (FGDs) and surveys
  • Conduct monthly coordination and review meetings
  • Provide support in the assessment of GESI in programming, related youth policies being advocated by the clusters, and program participation
  • Work with cluster to ensure the population of project advocacy harvester

Deliverables
The following are the expected outputs from the consultant:

  • Developed table of targets based on the YDC/SCALE M&E plan by state
  • Developed M&E tools for tracking project indicators
  • Baseline, mid-term, and end-term report
  • Quarterly report on FGDs and surveys conducted
  • Monthly report on coordination and review meetings
  • Implementation of remedial measures to get programs back on track and remain accountable to the expected results the program is aiming to achieve
  • Action Plan for GESI integration into programming, related youth policies being advocated by the clusters, and program participation.

Selection Criteria
Candidates will be assessed on cost and technical capacity. The candidates will be scored on five (5) criteria (outlined below) this score will be weighted at 70%, and the fees associated with the work will be weighted at 30%:

  • Submission of the following documents: Cover letter explaining interest in the role, sample of previous work, a budget of estimated costs, CV of team members.
  • Proven technical capacity in M&E
  • Proven technical understanding of GESI and its integration in program implementation (either through CV or sample of previous work)
  • Availability in May – December 2022 and the ability to deliver according to timelines
  • Budget.

Consultant’s Experience and Competencies

  • The consultant team or individual consultants should have the experience in conducting similar work.
  • The consultant shall provide a mix of skills and expertise

Duration and Timing:

  • The consultant is expected to commence the services in April 2022 and the assignment will be carried out over 8 months from the date of commencement to end in December 2022.
