Organization Background
The Justice, Development and Peace Commission (JDPC) is a non-governmental organization with over 50 years of experience in developmental work across Borno, Yobe, and Adamawa States. JDPC implements programs in Agriculture, WaSH, Nutrition, MHPSS, and emergency response, reaching vulnerable individuals regardless of creed, ethnicity, or nationality. JDPC is currently seeking a qualified MEAL Officer to join our team in Maiduguri.
Position Overview
The MEAL Officer will work under the guidance of the DRIVE Program Manager – MEAL and be responsible for a wide range of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities. Key tasks include monitoring project indicators, developing M&E tools, conducting assessments, managing beneficiary data, and compiling reports. The role includes both technical and administrative support responsibilities.

Location: Maiduguri, Jere LGA, Borno State

Key Responsibilities
- Project Tracking: Monitor project performance against established indicators.
- Data Management: Create and maintain databases for beneficiary tracking and assistance monitoring.
- Baseline Studies & Monitoring: Conduct household baseline studies at project start, on-site monitoring, and post-distribution surveys.
- Market Assessments: Carry out assessments in new and existing project sites and regularly collect and analyze market price data.
- Data Analysis & Reporting: Review, clean, and analyze project data, including beneficiary registrations, monitoring surveys, and evaluations.
- Tool Development: Develop, review, and test M&E tools, ensuring they are effective and relevant.
- ICT for Development: Implement ICT4D solutions for registration, monitoring, and evaluation activities.
- Feedback System: Establish a system to manage beneficiary feedback and complaints.
- Training & Supervision: Train enumerators and supervise data collection exercises.
- Report Compilation: Ensure timely submission of baseline, monitoring, and evaluation reports.
- Support & Recommendations: Document lessons learned, best practices, and recommend improvements.
Qualifications
- Bachelor’s degree in Information Technology Management, Statistics, or related fields.
- Minimum of 3 years’ experience in MEAL, preferably with an international NGO.
- Proficiency in quantitative statistical management programs (e.g., Microsoft Access, SPSS, EPI-INFO, STATA, Excel). Knowledge of Microsoft Power BI is an asset.
- Competence with ICT for MEAL and database management.
- Strong skills in group facilitation, training, and workshop leadership.
- Commitment to gender-responsive and dignified programming.
- Fluency in English and Hausa is required; Fulani or other local languages is desirable.
Knowledge, Skills, and Abilities
- Excellent interpersonal skills to work effectively with diverse teams and communities.
- High organizational skills, attention to detail, and ability to manage multiple tasks under pressure.
- Familiarity with GIS and GPS technology.
- Understanding of the importance of confidentiality and safeguarding within NGO settings.
Languages
- Required: English, Hausa, and Fulani
- Desirable: Proficiency in additional local languages
Travel Requirements
- Ability to travel up to 20% of the time to field locations.
