Background
Concern for Women and Children Development Foundation (COWACDI) is a woman- led organization born out of passion for the wellbeing of Women and Children in Nigeria. It has a special interest in mitigating the suffering of the vulnerable persons (mostly Women & Children) in times of crisis. Currently the organization has focused its attention on the Northeast of Nigeria with special emphasis in Borno, Yobe and Adamawa states (the BAY states) due to the decade old crises. COWACDI intervenes through community-based approach in addressing Gender-Based Violence prevention and response programmes, child protection, peace-building programmes and empowerment of youth and women. Since its establishment in 2005, humanitarian and developmental interventions have been implementing in Protection, Peace Building, Housing Land & Property (HLP), Non-food Items (NFI), Livelihood. COWACDI operates with full respect for humanitarian law and works with concrete policies and principles of international standard such as humanity, do no harm, impartiality, neutrality and independence and accountability to affected population and Zero Tolerance to Fraud and related activities.

Overall purpose of the role:
The MEAL Officer is responsible for the development, implementation, and coordination of COWACDI’s Monitoring, Evaluation, Accountability, and Learning systems across all projects and programs. The role aims to ensure data-driven decision-making, promote accountability to beneficiaries and donors, and facilitate learning and improvement within the organization. The Officer also provides MEAL capacity building for program staff. The MEAL Officer is expected to work in close collaboration with MEAL Team members and with program and staff.
Duties and Responsibilities:
- Develop and maintain a comprehensive MEAL framework for all ongoing and future projects.
- Design and implement tools and systems to monitor project activities, outputs, outcomes, and impact.
- Lead on baseline, midline, and endline surveys, ensuring the collection of high-quality data. This includes developing evaluations TORs, supporting the recruitment of external consultants, liaising with consultants during the evaluation, and reviewing evaluation reports.
- Conduct regular field visits to monitor project activities and ensure compliance with donor requirements and organizational standards.
- Analyze data and provide actionable recommendations to program teams for course correction and improvement.
- Conduct quality assessments including baseline, designing methodologies relevant to the program indicators, designing tools, training and supervising enumerators, conducting data cleaning and analysis, and writing clear evaluation study reports.
- Support all project staff in M&E activities and ensuring good data quality, corresponding to good quality reporting and resulting in learning and adaptation or replication.
- Maintain a complaints database and manage the complaints feedback and referral system in close collaboration with the Focal Person(s)head of program and management.
- Support analysis and research to inform program planning and design; and to capture evidence of effectiveness
- Lead on the support of project learning processes
- Contribute to donor proposals and concept notes with MEAL related inputs on evidence, logical frameworks, indicators etc.
- Summit report on each activity carried out by meal team.
- Ensure gender sensitive, inclusive and participatory processes across MEAL components
- Any other duties
Reporting:
- Prepare high-quality MEAL reports, including findings, challenges, and recommendations, for internal and external stakeholders.
- Provide MEAL inputs for donor proposals and reports, ensuring alignment with donor requirements and expectations.
- Support program teams in meeting internal and external reporting deadlines.
Capacity Building:
- Build the capacity of program staff, partners, and stakeholders in MEAL systems, tools, and methodologies.
- Provide technical guidance and training to ensure the effective implementation of MEAL frameworks.
Education Required Qualifications:
- Bachelor’s Degree in Social Sciences, Statistics or another related field.
- Proven experience of at least 3 years in implementing effective M&E tools and systems in preferably WASH, protection, and DRR in NGOs context.
- Proficiency in data analysis software (e.g., SPSS, STATA, Excel) and familiarity with database management.
- Experience with Online Data Collection tools and techniques.
- Practical experience in Training of Trainers/Training of Facilitators skills.
- Possess working knowledge and experience of humanitarian principles, laws and standards and Core Humanitarian Standards (CHS), Sphere Minimum Standards, Prevention of Sexual Exploitation and Abuse (PSEA), Rights Based Approach (RBA) and Gender Age Marker.
- Experience in dealing with sensitive socio-political situations and working and living under pressure in unstable security environments and with long and irregular working hours would be an added advantage.
Skills:
- Strong proficiency in quantitative and qualitative research methodologies.
- Proficiency in data analysis tools such as SPSS, Stata, or advanced Excel.
- Familiarity with mobile data collection platforms (e.g., Kobo Toolbox, Comcare).
- Excellent communication and presentation skills.
- Strong report-writing skills in English.
- Ability to work independently and collaboratively in a dynamic environment.
Language required:
Fluency in oral and written English is required, and Native Language of the area would be an added advantage.
