Mali – Project Administrator At COOPI – Cooperazione Internazionale

COOPI is looking for a Project Administrator in Mali

Since 2013, COOPI has been working in the Kayes, Segou and Mopti regions of Mali, with emergency health and nutrition projects as well as fighting child malnutrition, including, child protection and support activities for migrants in transit. COOPI provided support to local health centres through technical and material support to health centres to facilitate the care of severely malnourished children. Since 2018, COOPI has also been providing assistance to conflict-affected children in the centre’s regions through care services, psychosocial support and community reintegration support. COOPI is also a partner of UNICEF and other UN agencies in monitoring violations against children in the context of conflict.COOPI has a coordination office in Bamako, regional bases in Mopti and Ségou and regional sub-offices in Djenné and Bankass ( Mopti region ) with forecasts of’ extension to other areas. COOPI intervenes mainly with the financial support of ECHO, AICS, UNICEF, Global Fund.

Position objective

The project administrator guarantees the correct administrative and financial management of the projects supported by COOPI by supervising the economic aspects, including, financial and human resources in accordance with the legal provisions in force in the country. It is actively involved in risk management (security, health, fraud/corruption, PESA, etc.) for the projects and local partnerships it follows.

Responsibilities

1) Administration/finance:

  • Ensure the correct management of project accounting in accordance with Coopi procedures and those of backers ;
  • Ensure the correct management of the project cash flow (cash and bank) and the monthly reconciliation (physical and with accounting software) in collaboration with the Project Manager ;
  • Ensure the regular updating of project financial data in accordance with country administration financial data ;
  • Verify with the Project Manager and submit to the country administrator the consolidated monthly expenditure forecast for the monthly request for funds ;
  • Ensure the regular updating of accounting and computer accounting instruments of the project in order to allow the monitoring and control of expenditure ;
  • Guarantee project financing through the financing sheets, while respecting the estimated expenditure developed, and solicit those of the consortium partners ;
  • Supervise the payment of monthly tax and social taxes ;
  • Ensure the passage of administrative, accounting and financial instructions between project managers and accounting assistants ;
  • Ensure budget changes and amendments, in collaboration with the Project Manager, the country administrator, the Programme Officer ;
  • Ensure the preparation of the interim and final financial reports of the project in collaboration with the Project Manager, under the supervision of the Country Administrator ;
  • Ensure electronic archiving of administrative and accounting documents related to the project.

2) Logistics management:

  • Ensure regular verification of procurement and supply operations in close collaboration with the Country Logistics Coordinator, in accordance with the procurement plan in accordance with the procedures of the lessor and COOPI ;
  • Guarantee the control of supporting documents, contracts with suppliers ;
  • Verify compliance and compliance with tax law.

3) HR management:

  • In collaboration with the HR administrator, ensure the administrative management of national staff of the project in accordance with the Country Labour Code and the Coopi HR Handbook ;
  • Supervise and train the national administrative staff assigned to the project in collaboration with the Project Manager ;
  • Participate in and supervise the selection of national accounting and administrative staff ;
  • Guarantee the evaluation of its national administrative staff ;
  • Ensure with the HR manager and the Project manager the conformity of the procedures for: recruitment of local staff, the development of TdR and contracts, post sheets, salary and payment slips, leave monitoring, absences, evaluations, disciplinary measures, individual requests ;
  • Supervise the administrative management of the national project staff in accordance with the country’s Labor Code and the HR Coopi manual.

Applicant profile

Essential

  • Higher education ( license ) or equivalent with experience in the economic-financial field, development cooperation or international relations or the implementation of projects at the international level ;
  • At least 2 years of experience in economic and financial management of projects and accounting in NGOs ;
  • Mastery of the French language and the Italian language, spoken and written ;
  • Proficiency in common software (Word, Excel, Power Point);
  • Experience in using accounting databases ;
  • Experience in financial reporting and internal control management ;
  • Sense of organization and teamwork ;
  • Ability to work under pressure, independently and in an often uncomfortable environment;
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment ;
  • Interest and motivation to work in an NGO respecting its values and principles.

Desirable

  • Experience working in French-speaking African countries and/or in conflict/post-conflict contexts;
  • Previous experience with COOPI and knowledge of its procedures .
