COOPI is looking for a financial expert archiving and audits
Since 2013, COOPI has been working in the regions of Kayes, Mopti and Segou, in Mali, with projects to combat the child malnutrition, child protection and’ psychosocial support but, but, recently started with a Health project to reduce morbidity and mortality of children under five in these regions as part of cooperation with’UNICEF/Global Fund. Since 2018, COOPI has also provided a assistance to children affected by conflict in the regions of the center through care services, psychosocial support and support for socio-economic and community reintegration. COOPI is also a partner of’UNICEF and others agencies of the United Nations monitoring grave violations against children in the context of conflict. COOPI has a coordinating office in Bamako, Bamako, regional bases in Mopti and Segou and regional sub-offices in Djenne and Bankass (region of Mopti) with forecasts of’ extension over other areas. COOPI currently intervenes in Mali with the’ financial support d’ECHO, AICS, UNICEF and Fond-Mondial.
Position objective
The person will be responsible for the preparation and management of audits and the correct management of the’archiving of project documents to administrative coordination in Mali. The position will be based in Bamako with movements on the bases where projects develop if necessary. The logistics equipment of COOPI will be made available to the person according to the provisions of the logistics and security coordination. Compliance with the rules of the country regulation for expatriate staff and the security protocol is mandatory. Field trips will have to be carried out regularly to monitor the activities of the project.
Responsibilities
Specific responsibilities:
- receives and control, every month, the archives accounting documentation of projects;
- check the regularity of accounting documentation depending on the financial reports to be sent to donors;
- check that they costs and procedures are in accordance the internal procedures of COOPI and des donors of funds;
- guarantee that the’archiving system (current and completed projects) is organised according to COOPI and donor procedures;
- ensures that the partners’ documents comply with the internal procedures of COOPI and donors; and;
- verifies that documentation relating to inventories and destination of goods is available and in accordance with contractual conditions;
- integrates accounting documentation of projects received from the field bases with the accounting documentation of the Country Coordination and the Milan Headquarters in order to create a physical archive dedicated to each project where the documents are classified according to the COOPI procedure;
- update an electronic archive for each project that includes all documents from the physical archive;
- check the presence and accuracy of supporting documents, contracts and documents for compliance with procedures;
- organises the preparation of documentation during the audits of projects and the Country Coordination;
- is charged with follow listeners during the performance of audits by providing the required documentation and explanations;
- sends the necessary documents to Milan Headquarters in the event of an audit in Italy;
- in agreement with the Country Administrator, implements the recommendations of the auditors;
- provides training ongoing from all key players (project managers, project administrators, national staff);
- verifies that, at the end of an administrator’s contract, all administrative documents are in order and transferred to the Coordination;
- check with the HR manager and the Head of Mission the conformity and archiving of the procedures for: recruitment of local staff, the development of TdR and contracts, post sheets, salary and payment slips, leave monitoring, absences, evaluations, disciplinary measures, individual requests.
Applicant profile
Essential
- University degree in economics, accounting or equivalent;
- At least 3 years of experience in economic and financial management of projects and in accounting ( a professional experience in Africa and / or in contexts of conflict / post-conflict is a plus );
- Audit experience of projects funded by donors;
- Financial reporting experience for donors;
- Good knowledge of the following donor procedures : EU, FH, Unicef, ECHO, WFP, AICS, An agency;
- Excellent software writing and use Office;
- Ability to use accounting software
- Leadership and managerial capacity;
- Spirit of adaptation in complex living conditions, resistance to stress;
- Excellent ability to’work organization and team building;
- Flexibility, sense of initiative and autonomy;
- Experience in staff training;
- Knowledge of French and English written and spoken;
- Ability to operate in unstable political and security contexts and complex and in a multicultural environment;
- Excellent negotiation and communication skills;
- Interest and motivation to work in an NGO, in accordance with its values and principles;
Completion
- Experience working in’Africa countries ;
- Previous experience with COOPI and knowledge of its procedures;
