Description and Objectives 

Solina is supporting the implementation of the mass administration of azithromycin through the Safety and Antimicrobial Resistance of Mass Administration of Azithromycin (SARMAAN II) project. As part of this initiative, Solina ensures effective coordination, logistics, and technical oversight to enable safe and compliant implementation of all project components at national, state, and LGA levels. To facilitate effective execution at the grassroots level, LGA Consultants will be engaged to supervise and support key activities including advocacy, communication and social mobilization (ACSM), supply chain management, and general MDA operations across target LGAs. 

Position description 

The LGA Consultant will be responsible for coordinating, supervising, and providing technical support for all SARMAAN II activities within their assigned LGA. This includes overseeing ACSM efforts, monitoring the local- level supply chain, and supporting overall implementation of the mass drug administration (MDA) campaign. The role requires close collaboration with LGA authorities, health workers, community mobilizers, and the state technical team to ensure smooth and effective campaign delivery. 

Responsibilities  

Advocacy, Communication, and Social Mobilization (ACSM) 

1. Plan and facilitate advocacy meetings with traditional, religious, and community leaders to build support for MDA. 
2. Organize sensitization meetings with LGA officials, Ward Development Committees (WDCs), and community-based organizations to align local stakeholders. 
3. Supervise and coordinate the work of community mobilizers and town announcers, ensuring accurate, consistent, and culturally appropriate messaging 
4. Facilitate the timely dissemination of IEC materials (e.g., posters, banners, flyers) across public spaces in all wards and settlements 
5. Monitor community response, gather feedback, and address rumors or misinformation through locally adapted messaging strategies. 
6. Engage local media and influencers to amplify key messages and increase awareness about the benefits and safety of azithromycin distribution. 
7. Monitor town announcers to guarantee consistent and accurate public messaging. 

Service Delivery 

1. Oversee daily field implementation of the MDA, including planning logistics and deploying distribution teams across wards and communities 
2. Ensure distribution teams follow treatment protocols, maintain hygiene standards, and apply proper consent procedures during drug administration. 
3. Provide supportive supervision and technical guidance to distribution teams to improve performance and resolve field-level challenges 
4. Track treatment coverage and settlement reach, and initiate corrective actions in areas with low coverage or community resistance 
5. Liaise with ward focal persons and health facility staff to coordinate local implementation and align with existing health systems. 
6. Address operational gaps such as absenteeism, poor performance, or protocol breaches, escalating serious issues to the state team. 

Supply Chain Management 

1. Coordinate with state-level teams to ensure timely delivery and proper receipt of azithromycin at LGA storage facilities.

3. Oversee daily distribution of drugs to community teams, verifying quantities issued and maintaining accountability through stock registers. 
4. Conduct physical checks to validate drug quality and report any discrepancies, losses, or damaged stock to the appropriate channels. 
5. Ensure proper tagging of drug consignments with LGA, ward, and settlement-level identifiers to enhance traceability and accountability. 
6. Verify that tagged drugs are distributed according to the designated microplans and that no cross-use occurs between locations. 
7. Collaborate closely with state and independent monitors during supervision visits, review their findings, and implement corrective actions to strengthen supply chain performance. 
8. Manage reverse logistics by coordinating the retrieval of unused or expired drugs and documenting returns accurately. 

Data Management and Reporting 

1. Ensure accurate and timely recording of all ACSM, service delivery, drug logistics, and supervision activities using standardized tools 
2. Submit daily situation reports detailing implementation progress, challenges encountered, and key observations from the field. 
3. Support validation of treatment and mobilization data through spot checks, supervisor reviews, and realtime field verification. 
4. Participate in data harmonization and review sessions at the LGA level to address discrepancies and ensure consistency in reporting. 
5. Contribute to post-round evaluation and reporting, documenting best practices, innovations, and lessons learned. 
6. Assist in preparing data for state-level aggregation and use in overall campaign performance assessment and planning. 

General Support 

1. Foster strong working relationships with local stakeholders, health workers, and community groups to promote collaboration and ownership. 
2. Identify implementation challenges early and escalate complex logistical or community-related issues for timely resolution. 
3. Participate in planning, training, and review meetings to align local activities with broader campaign strategies. 
4. Ensure the safety and welfare of field teams by monitoring working conditions and adherence to safety protocols. 
5. Provide administrative support such as record keeping, distribution planning, and coordination of transport logistics as required. 
6. Undertake any other duties assigned by the state coordination team to support the smooth and effective delivery of SARMAAN II activities in the LGA. 

Qualifications & Experience 

1. Minimum of a Bachelor’s degree  in the field of health management, public health or a related field; 
2. A minimum of 3 years of experience in healthcare management or public health, with a focus on PHC; 
3. Proven experience in managing and leading logistics operations, including procurement, inventory management, and distribution processes; 
4. Demonstrated experience in implementing large-scale health programs with a focus on ensuring timely delivery of health commodities to the last mile; 
5. Strong knowledge of the healthcare landscape in Kano State, including local health systems, stakeholders, and logistical processes; 
6. Familiarity with supply chain software, tools, and systems for data collection, reporting, and performance tracking; 
7. Experience in training, capacity-building, and working with field teams and local stakeholders to implement best practices in logistics and supply chain management; 
8. Previous experience in reverse logistics, including handling the return of unused and used commodities, ensuring accountability, and maintaining accurate records; 
9. Proven leadership and project management skills.
