Legal Consultant At Hope, Compassion, and Mercy Foundation

HCM Foundation; Hope, Compassion, and Mercy Foundation is a nonprofit organization committed to strengthening health systems through innovative, data-driven, and people-centered approaches. We are seeking qualified candidates for multiple full-time positions across several states.

Location: Remote
Engagement Type: Consultancy
Duration: 6 months

Key Responsibilities

  • Ensure full compliance with U.S., Nigerian, and state-level anti-lobbying laws.
  • Guide all government-engagement activities across Gombe, Kaduna, and Kano to ensure they fall strictly within permitted exceptions, primarily nonpartisan analysis, technical assistance, and administrative actions without advocating for or against specific legislation or regulations.
  • Develop and deliver structured compliance training for staff, consultants, and subawardees involved in government engagement, ensuring a shared understanding of lobbying definitions, permitted exceptions, and appropriate framing of communications as neutral technical assistance.
  • Establish and oversee internal compliance controls, including time-tracking mechanisms for staff whose responsibilities may overlap with policy-related activities, ensuring donor funds are not used to support lobbying.
  • Implement document review and approval workflows to ensure all materials referencing policy actions or government decision-making undergo legal pre-clearance before dissemination.
  • Provide ongoing advisory support to state-facing teams, ensuring communications, particularly in politically sensitive contexts such as Kano, are framed strictly as objective data, evidence, and technical findings, avoiding normative or persuasive language.
  • Coordinate with external U.S. and Nigerian legal counsel to periodically review engagement plans, validate compliance interpretations, and update organizational guidelines in response to evolving regulations.
  • Confirm that no Foundation resources are used to support advocacy aimed at influencing regulatory changes in California, Massachusetts, or New Mexico, in line with state-specific lobbying definitions that extend beyond federal requirements.
  • Monitor and document compliance for audit purposes, maintaining clear records of trainings delivered, materials reviewed, approvals granted, and decisions taken to ensure transparency and audit readiness.
  • Advise senior leadership on risk mitigation strategies, ensuring all government-facing staff, technical advisors, and consultants operate strictly within the boundaries of technical assistance and nonpartisan analysis.
  • Support grant reporting by documenting adherence to non-lobbying requirements and summarizing how compliance risks were identified and mitigated throughout project implementation.

Education and Experience Requirements

  • LL.B. or equivalent; qualification to practice law in Nigeria required (additional U.S. legal exposure is an advantage).
  • Minimum of 7 years of professional experience in legal compliance, regulatory advisory, or donor-funded programme support.
  • Strong understanding of public-sector engagement, government processes, and political risk management.

Core Competencies & Values

  • Deep expertise in compliance, regulatory interpretation, and risk management.
  • Strong analytical and advisory skills, with the ability to translate complex legal rules into practical guidance for non-legal staff.
  • High attention to detail and commitment to documentation and audit readiness.
  • Excellent communication and training facilitation skills.
  • High standards of professionalism, integrity, discretion, and ethical conduct.
  • Alignment with HCMF values.
