Position: Consultant for Production of Learning Video during Mid-Term Review
1. Background
The Norwegian Refugee Council (NRC), with funding from GIZ, is implementing a project aimed at enhancing the livelihoods, social cohesion, and resilience of displaced populations, returnees, and host communities in Plateau State, Nigeria. This project, operating in Livelihoods and Food Security (LFS), Water, Sanitation, and Hygiene (WASH), Education, and Information, Counselling, and Legal Assistance (ICLA), aims to improve conditions across six Local Government Areas (LGAs) in Plateau State.
As part of the Mid-Term Review (MTR) in October/November 2024, NRC seeks a consultant to produce a learning video that documents the project’s achievements, challenges, and lessons learned. The video will serve as a valuable tool for stakeholders, donors, partners, and external audiences to understand the impact of the project and identify areas for improvement.
2. Purpose of the Learning Video
The learning video will visually document the key findings, progress, and impact of the project across the targeted LGAs. Its purposes include:
- Learning and Reflection: To inform NRC staff and partners of the project’s successes and challenges.
- Documentation: To showcase achievements, highlight areas for adjustment, and serve as a historical record.
- Awareness and Advocacy: To raise awareness among external stakeholders, government entities, and potential donors.
- Stakeholder Engagement: To incorporate perspectives from beneficiaries, government officials, and local leaders, showcasing the project’s value.
3. Objectives
The main objectives of the learning video are to:
- Showcase the project’s achievements in LFS, WASH, Education, and ICLA.
- Highlight experiences and feedback from beneficiaries, stakeholders, and NRC staff.
- Document implementation challenges and strategies used to address them.
- Provide a learning tool for NRC and other humanitarian actors to inform future interventions.
4. Scope of Work
The consultant will work with the NRC team to design, produce, and deliver a high-quality learning video. The scope includes:
- Planning and Pre-Production
- Filming
- Post-Production
- Review and Finalization
- Draft Submission
- Final Submission
5. Deliverables
The consultant will be responsible for:
- Inception report
- Final video summarizing all topics per location
- Abridged video highlighting key points
- Photo booklet documenting specific activities
- Photographs of case study subjects
- Ten short-form videos for social media

7. Consultant Requirements
Qualified consultants should have:
- Proven experience in video production, especially for humanitarian or development projects.
- Strong storytelling, editing skills, and ability to capture human-interest stories.
- Experience working in remote, challenging environments.
- Excellent communication and interpersonal skills for diverse stakeholder interaction.
- Familiarity with the humanitarian sector, particularly in Nigeria, is an asset.
8. Reporting and Coordination
The consultant will report to NRC’s Communications Coordinator and work closely with the project manager, programs teams, and MEL staff to ensure the production aligns with project objectives.
9. Ethical Considerations
All materials must respect the rights and confidentiality of interviewees, following NRC’s Safeguarding Policy and Code of Conduct.
10. Consultant Profile
The ideal consultant/firm should have:
- Proficiency in videography and photography
- Ability to work in multicultural environments
- Willingness to travel
- Strong ethical standards
- Relevant educational background
- At least two years of experience in video/photography for NGOs
- Good communication and organizational skills
- Necessary equipment
- Preferably, local language skills and experience in development-related documentaries
11. Responsibilities
NRC will provide the Terms of Reference, manage the consultant, cover costs, and provide feedback. The consultant, under the Communication Coordinator’s supervision, will engage beneficiaries, produce deliverables, and adhere to the timeline.
