INTRODUCTION TO GPON
GOAL Prime Organization Nigeria (GPON) is a policy-driven humanitarian, non-governmental organization that implements her program through revitalized partnership. It seeks to improve. the lives of vulnerable people especially in the face of disaster or crises. GPON is presently operating in the Northeastern and Northwest regional part of Nigeria where we have—reached over 2,000,000 people, especially women and children in IDP camps, returnee. population and those in host communities with relief materials, child protection services, GBV mitigation services, livelihood skill-building, health services, and Education support services.
1. REQUIREMENTS
- PURPOSE OF THIS INVITATION
GPON Headquarters in Abuja invites qualified consultants or consulting firms to submit proposals for the provision of professional consultancy services to support the design and development of a tech-based referral and support tracking system to be implemented in Katsina and Zamfara states.
This Invitation to Bid (ITB) aims to establish a Frame Agreement with the selected consultant(s) to deliver the required services over a specified period. This ITB should not be construed as a commitment to contract.

- REQUESTS FOR CLARIFICATION
Questions regarding this ITB should be submitted via email to [email protected] and [email protected] no later than 15th June 2025 at 23:59 hrs.
- YOUR PROPOSAL
Proposals must be submitted in English and clearly separated into Technical and Financial sections.
- TECHNICAL PROPOSAL
The technical proposal should:
- Demonstrate full compliance with the Terms of Reference (Annex B)
- Include a clear methodology and work plan for executing the assignment
- Detail experience with similar consultancy work, preferably in the humanitarian or development sectors
- Provide CVs of key personnel involved
- Include organizational profile, registration documents, and relevant certifications
- Demonstrate understanding of the task and local context
Proposals should also include:
- Company’s legal and commercial capacity
- Past performance and references
- Relevant experience with nonprofit organizations or donor-funded projects
- FINANCIAL PROPOSAL
The financial proposal must be:
- Submitted using Annex C (Financial Offer Form)
- Quoted in Nigerian Naira (NGN)
- Inclusive of all costs, including travel, taxes, and incidental expenses
- Valid for 90 days from submission
- Compliant with proposed deliverables and timeframes
- EVALUATION CRITERIA
Proposals will be evaluated in two stages:
- Technical Evaluation: PASS/FAIL based on Annex B specifications and qualifications
- Financial Evaluation: For technically qualified proposals, value for money and feasibility of cost will be assessed

- GENERAL TERMS
- GPON reserves the right to accept or reject any proposal, in part or in full
- The successful consultant(s) will sign a Frame Agreement valid for 2 years with an optional 1year extension
- The Frame Agreement does not commit GPON to any minimum value or volume of work
- All payments will be processed upon satisfactory completion of deliverables and approval by
GPON
