Context

Main Purpose
Oversee all MSF air operations in Nigeria, ensuring alignment with strategic objectives. Coordinate logistics, HR, supply, medical teams, civil aviation authorities, and external aviation partners. Plan, monitor, and optimize air operations for materials, personnel, and resources according to MSF standards.
Job Description
- Collaborate with the Flight Coordinator to plan, establish, and review air operations, including annual budgeting to meet mission needs.
- Ensure compliance with MSF standards, protocols, and procedures in air operations implementation.
- Plan and coordinate monthly, weekly, and daily aircraft schedules, balancing section needs, pilot duty hours, and maintenance.
- Organize flight executions, managing schedules, weather/security considerations, and relationships with authorities and partners.
- Implement safety procedures, briefing missions on weather and security, and manage medical/security evacuations.
- Support HR processes (recruitment, training, evaluation) for air operations staff in partnership with the Flight Coordinator.
- Prepare monthly reports (SitRep, hazard reports, performance reports) and handle administrative tasks (invoices, flight hours).
- Perform delegated tasks as specified.
Context-Specific Accountabilities
- Schedule aircraft operations to meet section needs.
- Brief crew on air operation practicalities in Nigeria.
- Calculate fuel requirements based on routing and weight for flight safety.
- Manage Dangerous Goods (DG) transport per IATA regulations, ensuring labeling and NOTOC issuance.
- Supervise flight manifest preparation and cargo loading.
- Ensure timely passenger briefings on check-in and arrival times.
- Verify all paperwork (flight manifest, plan, air waybills, declarations) before flights.
- Secure clearances/permits (PNCF, MCC, FOCC, MLP) from Nigerian authorities.
- Update security, weather, and airstrip conditions for crews via Airport Focal Persons.
- Conduct pre- and post-flight briefings with crew.
- Ensure on-time flight dispatches from Abuja/projects.
- Monitor real-time flight tracking via software.
- Supervise administrative reports and filing.
- Follow up on flight invoices with Finance in consultation with FlightCo.
- Control pilot duty and flight times.
- Share hazard reports with Air Tec, Sky Routing, and Aircel weekly.
- Coordinate medical evacuations with Flight Coordinator and Medco.
- Manage daily flight matters and document sharing with Air Tec and Air Ops.
- Remain on standby for flight-related issues.
Requirements
- Education: Mandatory university degree in flight dispatch, flight operations, piloting, or air traffic control; valid Flight Operations license required.
- Experience: Proven expertise in MSF air operations, airport management, flight scheduling, customer service, airline operations, maintenance planning, Dangerous Goods Regulations (DGR), data entry, people management, and administration.
- Languages: Mission language essential; local language desirable.

Contract & Remuneration
- Work Hours: 208 hours per month.
- Remuneration: Based on MSF salary scale plus a 13th-month allowance equivalent to one month’s gross salary.
