Development Exchange Centre (DEC) is a non-governmental, non-discriminating, non-profit, women-focused organization and established in 1987. It is Incorporated by Trust with the Corporate Affairs Commission (CAC)- (IT/Cert: 10826). The organization has an overarching mandate of providing socio-economic development services to women, groups, communities, and NGOs.

Location: Bauchi, Nigeria.

DEC’s Head Office is in Bauchi State, and it is currently operational in 24 States of Nigeria including the FCT, with a staff strength of 776 permanent employees.

DEC’s socio-economic enhancement Programmes cut across several sectors that touch the basic fabric of its target beneficiaries and includes education, health, economic/livelihoods, water/environment, good governance & peace building, and microfinance.

Job Summary:

To support in day-to-day HR operations and implementation of DEC stipulated policies and procedures within the organization; the jobholder will also provide Organizational Development support to DEC/partners with the facilitation of recruitment, remuneration and staff development issues. It is expected that 80% of the jobholder’s time will be given to HR and 20% will be providing support to other units’ heads.

  Duties/ Responsibilities:

 Recruitment and Staffing:

  • Defines job roles and responsibilities.
  • Attracts, selects, and hires top talent.
  • Integrates new employees into the organization.

 Performance Management:

  • Sets goals and objectives with employees.
  • Assesses employee performance and provide feedback.
  • Develop plans to address underperformance.

Employee Relations:

  • Fosters a positive work environment and culture.
  • Manages and resolves employee conflicts.
  • Keeps employees informed about organizational changes.

 Benefits and Compensation:

  • Develops and manages compensation structures.
  • Designs and implements employee benefits programs.
  • Develops strategies to attract and retain top talent.

Training and Development:

  •  Identifies employee training needs.
  •  Develops and delivers training programs.
  •  Supports employee career growth and advancement.

                Employee Data Management:

  •  Maintains and manages HR information systems.
  •  Analyzes HR data to inform business decisions.
  •  Ensures compliance with labor laws and regulations.

Organizational Development:

  • Supports organizational change initiatives.
  • Develops and implement organizational structures.
  • Develops strategies to meet future workforce needs.

                Risk Management:

  • Ensures compliance with labor laws and regulations.
  • Identifies and mitigate potential risks.
  • Fosters a safe and healthy work environment.

Policy Development and Implementation:

  • Develops and implements HR policies.
  • Communicates HR policies to employees.
  •  Ensures compliance with HR policies.

 Strategic HR Planning:

  •  Develops and implements HR strategies.
  •  Analyzes HR data to inform business decisions.
  • Stays up to date with HR best practices and trends.

Educational Requirements for the position:

  • Possession of at least a Higher National Diploma (HND) or a bachelor’s degree (BSc) in Human Resource Management, Personnel Management, Business Administration, or a related discipline.
  • Proven 3-5 years experience at management level in personnel administration and or human resource management.
  • A master’s degree (M.Sc./MBA) in Human Resource Management or a related field is considered advantageous.
  • A professional certification is highly desirable.

Other requirements, abilities for the position:

  • Knowledge of HRIS (Human Resource Information System) for efficient data management.
  • Excellent attention to detail while multitasking.
  • Ability to handle sensitive situations and maintain a high degree of confidentiality.
  • PC literate, including Microsoft Office products.
  • Extremely strong organizational skills
  • Ability to build and develop relationships.
  • Ability to execute daily tasks with minimal supervision.
  • Demonstrated ability to exercise initiative, independent judgment, and be a self-starter who works with integrity while also being a strong team player.
