Head of Nutrition and Health Department At Action Against Hunger France

Action Against Hunger (ACF) is a non-governmental organization founded in 1979. It is private, apolitical, non-denominational, and non-profit. Its mission is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition. Structured as an international network, ACF leads a coordinated response in more than 50 countries. ACF adopts a multi-sectoral and integrated strategy for its programs within local and national structures by systematically developing a community-based approach.
Thus, Action Against Hunger-Côte d’Ivoire seeks, for the implementation of its activities:

A Nutrition and Health Department Manager (M/F) – Local Law Contract (Non-Expatriate Status)

PURPOSE OF THE JOB: Define strategies and coordinate Action Against Hunger interventions in the field of health and nutrition

Mission 1: Ensure the development of evidence-based country strategy documents and develop technical proposals
– Assess and analyze the country’s nutritional and health context;
– Collect and analyze nutritional and health data from other partners (NGOs, UN agencies, government structures) to decide on the launch of surveys;
– Work in a team with Department Managers of other technical areas to develop an integrated multi-sectoral approach;
– Write new intervention proposals for donors on the medical and nutritional aspects of programs in collaboration with Field Coordinators and Nutrition Health Program Managers;
– Propose advocacy activities in Nutrition Health programs;

-Build budgets for the nutrition and health components of new programs in conjunction with financial and logistical functions;
-Develop and monitor budgets allocated to the field of nutrition and health
-Identify challenges and propose research projects and innovative approaches in the field of malnutrition;
-Capitalize on good practices, experiences, evaluations by following ACF’s capitalization policy and ensure the implementation of evaluation recommendations;

Mission 2: Monitor and coordinate programs in the areas of nutrition and health
-Supervise or conduct rapid assessments and nutritional surveys
-Control, validate and monitor consumption of its programs to establish orders and quality control;
-Control the quality of programs by following the indicators (APR) and reports produced by the Nutrition and Health Program Officers;
-Evaluate the relevance of programs with its teams in order to be able to decide on possible reorientations or adaptations of the program (for example: matching the reception capacities of the centers with the number of children if it is higher than what was planned);
-Synthesize the data collected from all the Nutrition and Health Program Officers of the programs and communicate a summary of the determining indicators (which have an impact on the programs) to the Deputy Country Program Director and to the headquarters contacts;
-Write activity reports for donors on the health and nutritional aspects of the programs;
-Ensure the availability of protocols for the implementation of activities (PF/SR, SMNIA, PCIMA, PCIME, epidemics, etc.);

Mission 3: Manage the Nutrition Health team in the capital and be the functional manager of the Nutrition Health Program Managers on the bases

-Manage the schedules, distribution and coordination of work as well as the individual action plans of the members of the Nutrition Health team in the capital;
-Provide support to the daily questions of the members of the Nutrition Health team in the capital;
-Organize and lead the meetings of the Nutrition Health team in the capital Organize and ensure the appraisal interviews of the members of the Nutrition and Health team in the capital;
-Evaluate the skills and technical performances of the Nutrition and Health program managers;
-Provide technical support to the teams – “expertise” dimension in nutrition and health;
-Identify the training needs of the teams;
-Create, organize and lead training courses;
-Manage any difficulties with the Nutrition Health Program Managers in conjunction with the Field Coordinators

Mission 4: Develop and lead programs and advocacy in partnership with national and local stakeholders

– Negotiate with local partners on the modalities of work organization, protocols, action plans, training at all levels (local, regional and national), taking into account all the actors present in the area;
– Negotiate memoranda of understanding with the partners involved in the programs;
– Coordinate the implementation of programs with government and local interlocutors;
– Provide technical support for the development of the national and local strategy to combat malnutrition;
– Develop a common strategy and joint action plans (ACF and partners) on certain specific projects and advocacy actions;
– Work with partners by regularly communicating useful information to them and exchanging with them during regular meetings with them.
-Build a strategy for the sustainability of the program aimed at the autonomy of the partner, taking into account, where appropriate, the issue of cost recovery (question: valid if state partner?)
-Influence the definition of national protocols by negotiating with the contacts of partner structures (Ministries of Health in particular) in order to disseminate ACF technical standards for the management of malnutrition -Define the
country-specific strategy on technical advocacy in conjunction with the Country Director and headquarters

Mission 5: Represent ACF and promote its positions in the field of health and nutrition

-Develop and maintain relationships with current and potential donors (program visits, presentation of ACF and its interventions, requests for potential funding);
-Represent ACF by participating in meetings with health authorities and various agencies (e.g. cluster) and integrate into national networks on nutrition;
-Put forward ACF positions and protocols to local partners (NGOs, MoH, etc.);
-Represent the health and nutrition field in ACF’s national coordination;
-Develop and disseminate to partners technical reports, activity reports and ACF’s strategy in the fields of health and nutrition;
-Produce and/or disseminate information internally and externally on technical advances in the fields of health and nutrition in the country;
-Develop communication tools on the nutritional and health components of the programs developed.

Job profile

BAC + 5 minimum. Holder of a diploma in Public Health, Social Sciences, Medical (Doctor) or Paramedical (Nurse, Midwife), at least 7 years of experience in the field of development cooperation or development project management including at least 3 years in a similar position.
