Location: Bauchi, Nigeria.
Development Exchange Centre (DEC) is a non-governmental, non-discriminating, non-profit, women-focused organization and established in 1987. The organization has an overarching mandate of providing socio-economic development services to women, groups, communities, and NGOs.
DEC’s Head Office is in Bauchi State, and it is currently operational in 24 States of Nigeria including the FCT, with a staff strength of 776 permanent employees.
DEC’s socio-economic enhancement Programmes cut across several sectors that touch the basic fabric of its target beneficiaries and includes education, health, economic/livelihoods, water/environment, good governance & peace building, and microfinance.
Job Purpose:
The Head, Knowledge Management and Communication will be responsible for planning, organizing, designing, implementing, and managing the monitoring and evaluation systems for programs. He/she will have experience in developing and implementing M&E frameworks, conducting data analysis, and providing insights to inform program decision-making. And overseeing the installation, maintenance, and repair of computer systems and networks, managing IT teams, implementing technology solutions, and ensuring the security and integrity of IT systems.
Job Duties/Responsibilities:
- Designs and implements comprehensive M&E frameworks that align with program goals and objectives.
- Oversees data collection, analysis, and reporting to ensure high-quality data is available for program decision-making.
- Regularly monitors program progress against set targets and objectives, identifying areas for improvement.
- Designs and implements evaluations to assess program effectiveness and impact.
- Prepares and disseminates M&E reports, findings, and recommendations to stakeholders, including program managers, donors, and external partners.
- Provides training and technical assistance to program staff to enhance their M&E skills and knowledge.
- Collaborates with program managers, technical advisors, and external partners to ensure M&E efforts are aligned with program goals and objectives.
- Develops and implements IT strategies and plans that align with business objectives.
- Leads and manages the IT team, including recruitment, training, and performance management.
- Oversees the day-to-day operations of IT systems, including network infrastructure, servers, and applications.
- Ensures the security and integrity of IT systems, including data protection, access controls, and incident response.
- Manages IT projects, including planning, execution, and delivery.
- Manages relationships with IT vendors, including contract negotiation and performance management.
- Manages the IT budget, including forecasting, planning, and cost control.
- Ensures IT systems and processes comply with relevant laws, regulations, and industry standards.
Qualification/Requirements:
1. BSc. In relevant fields, such as Computer Science, Information Technology, International development, statistics or related field.
2. At least 5 years of experience at managerial level in M&E, with a focus on designing and implementing
M&E systems, conducting data analysis, and providing insights to inform program
decision-making.
3. Ability to analyze complex data sets, identify trends, and provide insights.
4. Ability to communicate complex M&E concepts to non-technical stakeholders.
5. Experience with M&E software such as DHIS2, Power BI, or Tableau.
6. Ability to manage multiple tasks, prioritize deadlines, and work under pressure.
7. Ability to create interactive and dynamic data visualizations.
