Development Exchange Centre (DEC) is a non-governmental, non-discriminating, non-profit, women-focused organization and established in 1987. It is Incorporated by Trust with the Corporate Affairs Commission (CAC)- (IT/Cert: 10826). The organization has an overarching mandate of providing socio-economic development services to women, groups, communities, and NGOs.

DEC’s Head Office is in Bauchi State, and it is currently operational in 24 States of Nigeria including the FCT, with a staff strength of 776 permanent employees.

DEC’s socio-economic enhancement Programmes cut across several sectors that touch the basic fabric of its target beneficiaries and includes education, health, economic/livelihoods, water/environment, good governance & peace building, and microfinance.

Job Purpose:

The Head, Knowledge Management and Communication will be responsible for planning, organizing, designing, implementing, and managing the monitoring and evaluation systems for programs. He/she will have experience in developing and implementing M&E frameworks, conducting data analysis, and providing insights to inform program decision-making. And overseeing the installation, maintenance, and repair of computer systems and networks, managing IT teams, implementing technology solutions, and ensuring the security and integrity of IT systems.

Job Duties/Responsibilities:

  1. Designs and implements comprehensive M&E frameworks that align with program goals and objectives.
  2. Oversees data collection, analysis, and reporting to ensure high-quality data is available for program decision-making.
  3. Regularly monitors program progress against set targets and objectives, identifying areas for improvement.
  4. Designs and implements evaluations to assess program effectiveness and impact.
  5. Prepares and disseminates M&E reports, findings, and recommendations to stakeholders, including program managers, donors, and external partners.
  6. Provides training and technical assistance to program staff to enhance their M&E skills and knowledge.
  7. Collaborates with program managers, technical advisors, and external partners to ensure M&E efforts are aligned with program goals and objectives.
  8. Develops and implements IT strategies and plans that align with business objectives.
  9. Leads and manages the IT team, including recruitment, training, and performance management.
  10. Oversees the day-to-day operations of IT systems, including network infrastructure, servers, and applications.
  11. Ensures the security and integrity of IT systems, including data protection, access controls, and incident response.
  12. Manages IT projects, including planning, execution, and delivery.
  13. Manages relationships with IT vendors, including contract negotiation and performance management.
  14. Manages the IT budget, including forecasting, planning, and cost control.
  15. Ensures IT systems and processes comply with relevant laws, regulations, and industry standards.

Qualification/Requirements:

1. BSc. In relevant fields, such as Computer Science, Information Technology, International development, statistics or related field.

     2. At least 5 years of experience at managerial level in M&E, with a focus on designing and implementing

         M&E systems, conducting data analysis, and providing insights to inform program

         decision-making.

     3. Ability to analyze complex data sets, identify trends, and provide insights.

     4. Ability to communicate complex M&E concepts to non-technical stakeholders.

     5. Experience with M&E software such as DHIS2, Power BI, or Tableau.

     6. Ability to manage multiple tasks, prioritize deadlines, and work under pressure.

     7. Ability to create interactive and dynamic data visualizations.
