Finance Team Leader – Maracaibo (National Only) At Norwegian Refugee Council

The purpose of the Finance Team Leader position is to oversee the accounting and financial management of resources in the assigned area, in accordance with country regulations and standards, NRC and donor requirements.

Generic Responsibilities
1. Comply with NRC policies, standards, strategies, tools, manuals and guidelines.
2. Manage the performance and development of the work team.
3. Contribute, with the Area Manager, to the development, management and monitoring of the project budget.
4. Contribute to the development of the area’s strategy, as well as to the preparation of new proposals.
5. Monitor daily actions that impact accounting and finance, ensuring their registration and reconciliation.
6. Promote and share ideas for improvement and necessary changes in activities.
7. Ensure capacity development of finance staff and transfer key skills.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Promote and contribute to NRC learning.
10. Contribute to the implementation of minimum standards for Safe and Inclusive programming in your work area.

Responsabilidades específicas
Contabilidad
• Elaborar los reportes contables/financieros según las directrices, plazos, políticas y sistemas de los Donantes, y de NRC que faciliten la identificación de necesidades o desviaciones que requieran toma de decisiones para su atención.
• Garantizar el cierre financiero mensual del Área de acuerdo con las normas y plazos establecidos en el manual financiero y los SOPs aplicables.
• Coordinar la atención de las auditorías externas/internas en el Área y brindar la información que sea requerida.
• Velar por la correcta actualización y archivo de las fuentes de verificación o documentación contable y financiera en el área.
Gestión de Tesorería (Bancos y Cajas)
• Garantizar la buena ejecución, en coordinación con el equipo financiero del área, los recuentos mensuales de caja y de las conciliaciones bancarias.
• Validación técnica de los pagos asegurando la validez, la calidad y la elegibilidad de las facturas y otros documentos justificativos del pago.
• Garantizar el buen uso y la seguridad de la caja fuerte.
• Limitar el déficit de tesorería anticipando las necesidades de caja y de cambio de divisas (caja y banco) en el área asignada.
Gestión Financiera
• Coordinar las acciones requeridas en el Project Cycle Management (PCM), y la presentación de informes financieros y contables (internos y para donantes) que apoyen la ejecución de los proyectos en el Área.
• Coordinar el trabajo financiero entre las Oficinas que conforman el Área y el nivel central de acuerdo con el manual financiero y requerimientos de donantes.
• Revisar y consolidar la información del formato presupuestal del donante para las diferentes propuestas, con los insumos recibidos de Programas y la Gerencia del área.
• Consolidar y hacer seguimiento al plan de acción financiero del área (Presupuesto, Reportes y plan de gastos).
• Elaborar, actualizar y dar seguimiento, juntamente con el Coordinador de Soporte al presupuesto anual del Área.
• Coordinar capacitaciones constantes al equipo financiero y al staff de soporte y programas del área en cuanto a temas financieros relevantes.
• Mantenerse actualizado en cuanto a las regulaciones y normas financieras, administrativas, tributarias y de control interno de NRC local y global, así como en los requerimientos de los diferentes donantes.
• Las demás asignadas por el supervisor en el cumplimiento del objetivo del cargo.

Qualifications

General professional skills:
• University graduate, preferably in Economics, Finance, Business Administration or related fields.
• Postgraduate studies in subjects related to the position or certificates in similar subjects will be an advantage.
• Verbal and written fluency in English is desirable.

Context/ Specific skills, knowledge and experience:
• Demonstrable experience of/in:
o Minimum of 2 years in similar positions in the context of humanitarian aid, and supervision of teams.
o Experience in similar positions with an international organization, with United Nations Agencies and/or in a humanitarian context will be positively valued.
• Solid knowledge of Venezuelan accounting and tax regulations.
• Budget management.
• Drafting technical reports.
• Mastery of relevant office tools for management.
• Availability to travel within the states where NRC has a presence and stay overnight in the field.

Fixed-term employment contract, salary according to the NRC Venezuela scale.
