Job Summary

The Finance Manager is responsible for providing effective financial management, oversight, and strategic financial support to Cedar Foundation for Disability. The position will ensure sound financial planning, budgeting, accounting, financial reporting, internal controls, compliance, cash management, and donor financial reporting.

The Finance Manager will work closely with senior management, programme teams, operations, procurement, and donors to ensure that organizational and project resources are managed transparently, efficiently, and in accordance with CFfD policies, donor requirements, applicable laws, and recognized financial management standards.

Key Responsibilities

Financial Management and Oversight

  • Lead the day-to-day financial management of the organization.
  • Ensure accurate and timely recording of all financial transactions.
  • Maintain proper accounting systems and financial records.
  • Ensure compliance with CFfD financial policies and procedures.
  • Provide financial advice to management and programme teams.
  • Monitor the organization’s overall financial position and financial performance.
  • Ensure proper segregation of financial duties and effective internal controls.
  • Review financial transactions for accuracy, completeness, and compliance.

Budgeting and Financial Planning

  • Lead the preparation of annual organizational and project budgets.
  • Support Programme Managers in preparing project budgets and budget forecasts.
  • Monitor actual expenditure against approved budgets.
  • Prepare regular budget-versus-actual analysis.
  • Identify significant budget variances and recommend corrective actions.
  • Support budget revisions and reallocation processes.
  • Provide financial information to support strategic planning and decision-making.

Donor Financial Management and Compliance

  • Ensure compliance with donor financial rules, regulations, and contractual requirements.
  • Prepare and review donor financial reports.
  • Monitor project expenditure against approved donor budgets.
  • Maintain accurate donor financial records and supporting documentation.
  • Support donor audits, financial reviews, and compliance assessments.
  • Ensure donor funds are used for approved purposes.
  • Track donor reporting deadlines and financial deliverables.
  • Advise programme teams on donor financial compliance requirements.

Accounting and Financial Reporting

  • Supervise the preparation of monthly, quarterly, and annual financial reports.
  • Ensure timely bank, cash, and ledger reconciliations.
  • Review journal entries, payment vouchers, receipts, and supporting documentation.
  • Maintain accurate general ledger and subsidiary records.
  • Ensure appropriate accounting treatment of organizational and project transactions.
  • Prepare financial statements and management accounts as required.
  • Ensure financial records are complete, accurate, and up to date.

Cash and Bank Management

  • Monitor organizational cash flow and liquidity.
  • Prepare cash flow forecasts.
  • Oversee bank account management and reconciliations.
  • Ensure timely processing of approved payments.
  • Monitor cash advances and ensure timely retirement.
  • Maintain appropriate cash and bank controls.
  • Ensure cash is securely managed and properly documented.

Payroll and Staff Financial Administration

  • Oversee preparation and review of monthly payroll.
  • Ensure salaries and staff-related payments are processed accurately and on time.
  • Verify payroll information and supporting documentation.
  • Ensure appropriate statutory deductions and remittances are processed.
  • Coordinate with HR on staff advances, benefits, deductions, and other financial matters.
  • Maintain confidentiality of payroll and staff financial information.

Financial Controls and Compliance

  • Strengthen and maintain effective financial internal control systems.
  • Ensure all expenditures are properly authorized and supported by appropriate documentation.
  • Monitor compliance with approval limits and financial procedures.
  • Identify financial risks, control weaknesses, and potential irregularities.
  • Recommend and implement appropriate corrective measures.
  • Support prevention and detection of fraud, financial misconduct, and misuse of organizational resources.
  • Ensure compliance with applicable Nigerian financial and statutory requirements.

Procurement and Payment Controls

  • Work closely with the Procurement Unit to ensure procurement-related payments comply with organizational procedures.
  • Verify supporting documentation before payment processing.
  • Ensure appropriate procurement and financial approvals are obtained.
  • Monitor supplier payments and outstanding obligations.
  • Support reconciliation of procurement, delivery, invoice, and payment records.
  • Ensure segregation of procurement, approval, payment, and recording functions.

Audit and Assurance

  • Coordinate internal and external financial audits.
  • Prepare audit schedules and supporting documentation.
  • Respond to audit queries and follow up on audit recommendations.
  • Maintain organized financial records for audit and donor review.
  • Support implementation of agreed corrective actions.
  • Strengthen financial systems based on audit findings and lessons learned.

Grants and Project Financial Management

  • Provide financial oversight for all donor-funded projects.
  • Support Programme Managers with project budget management.
  • Monitor project expenditure, burn rates, and financial performance.
  • Track project advances and financial commitments.
  • Ensure project expenditures are eligible, reasonable, allocable, and adequately documented.
  • Support timely project financial closure and grant close-out.
  • Provide financial information for programme reviews and management meetings.

Financial Risk Management

  • Identify and assess financial and operational risks.
  • Maintain appropriate financial risk mitigation measures.
  • Monitor risks relating to cash management, fraud, procurement, compliance, and donor funding.
  • Escalate significant financial risks to senior management.
  • Support development and implementation of business continuity and financial contingency measures.

Team Management and Capacity Building

  • Supervise and provide technical guidance to finance staff.
  • Assign responsibilities and monitor performance within the Finance Department.
  • Identify staff capacity gaps and coordinate relevant training.
  • Promote accountability, teamwork, professionalism, and ethical conduct.
  • Support continuous improvement of financial systems and procedures.

Financial Systems and Records Management

  • Maintain appropriate accounting and financial management systems. • Ensure accurate and secure electronic and physical financial records.
  • Maintain financial filing systems in accordance with organizational requirements.
  • Ensure financial data is regularly backed up and protected.
  • Promote appropriate use of financial technology and accounting systems.
  • Ensure financial records can be easily retrieved for management, donor, and audit purposes.

Financial Reporting and Management Information

  • Prepare regular financial reports for senior management and the Board as required.
  • Provide financial analysis to support organizational decision-making.
  • Prepare budget utilization and expenditure reports.
  • Monitor financial performance across projects and departments.
  • Highlight emerging financial risks, trends, and variances.
  • Provide timely financial information to programme and management teams.

Qualifications

Education

  • Bachelor’s Degree in Accounting, Finance, Economics, Business Administration, or a related field.
  • Master’s Degree in Finance, Accounting, Business Administration, or a related field is an advantage.

Professional Certification (Required/Desirable)

  • Membership of the Institute of Chartered Accountants of Nigeria (ICAN) is highly desirable.
  • Association of National Accountants of Nigeria (ANAN) certification is an advantage.
  • ACCA or other internationally recognized accounting/finance qualification is an advantage.
  • Relevant financial management or grants management certification is desirable.

Experience

  • Minimum of 5 years of progressive experience in finance and accounting, with at least 2 years in a supervisory or management role.
  • Experience working with NGOs, INGOs, humanitarian, or development organizations is highly desirable.
  • Demonstrated experience managing donor-funded projects and grants.
  • Experience in budgeting, financial reporting, financial analysis, and internal controls.
  • Experience with donor financial reporting and audits.
  • Experience managing finance teams and organizational financial systems.
  • Experience with accounting software and financial management systems.
