Facilitator for managing workshops At Dawlaty

Contract framework:

My State is seeking a facilitator to lead a series of workshops on “Mainstreaming Victims’ Rights in Syria.” Representatives from the Families for Freedom movement, active civil society organizations, victims and survivors, and associations affiliated with the “Truth and Justice Charter,” as well as relevant government agencies, will be in attendance. These workshops aim to create an inclusive dialogue space that ensures the active participation of all stakeholders. They aim to provide a platform for victims to present their claims and facilitate interaction between victims, civil society, and government agencies to ensure their rights are integrated into future recovery policies.

The facilitator will be responsible for facilitating sessions, managing working groups and discussions, and guiding dialogue among participants in a manner that ensures constructive interaction and maximizes the benefit of each session, while taking into account the wide diversity of backgrounds. He or she will also be responsible for writing recommendations and the final report documenting the work of the five workshops.

4. My country’s obligations and responsibilities:

● Facilitating the facilitator’s work and providing the required support.

● Commitment to pay the amounts due according to the contract.

5. Obligations and responsibilities of the second party:

Preparing for workshops:

● Prepare workshop topics based on the background paper and the specified agenda. Coordinate with the Dawlaty team to ensure clarity of objectives, key topics, and themes to be covered in each workshop. Ensure all topics are covered within the time available.

● Prepare the necessary guidance materials for participants, including directions related to the interactive process and explanation of objectives.

Workshop management:

● Leading the workshops “physically” in the four cities (Homs, Aleppo, Tartous, and Rif Dimashq) within the specified dates, and in full coordination with the “My State” team.

● Design and facilitate workshops according to the specified agenda, ensuring the achievement of the desired goals, and in a manner that ensures effective and fruitful interaction between representatives of victims and their families, civil society, and government agencies.

● Supervise working groups and ensure that discussions proceed to ensure diversity of opinions and focus on the basic needs of victims according to sectors.

● Ensure that discussions are moderated in a balanced manner, allowing participants to express their views on issues such as health, education, justice, economic empowerment, and others, while documenting contributions to ensure their inclusion in the final outcomes.

● Working to create a comprehensive and safe dialogue environment that supports the constructive exchange of ideas, which helps formulate implementable outcomes that are grounded in reality and respond to the needs of victims.

● Manage time effectively, ensuring that all workshop topics are covered without compromising the quality of interaction and discussion.

● Prior and continuous coordination with the organizing team (Dawlaty) before and after each workshop, providing feedback and recommendations to improve future sessions.

● Conduct a “post-meeting” with my country to review and discuss the outcomes of the four workshops in depth, as part of the preparation for drafting the final recommendations paper, in preparation for the closing workshop in Damascus.

Drafting the recommendations paper and final report:

● Documenting the discussions and ideas exchanged in the workshops, and drafting a unified recommendations paper based on the outcomes.

● Submitting a recommendations paper to government agencies during the closing workshop in Damascus, ensuring that victims’ demands are integrated into government policies and future recovery programs.

● Prepare a comprehensive report on the progress of the workshops, including an accurate description of the discussions, main conclusions, and final recommendations.

6. Schedule of required deliverables:

First exit

Description : Managing and facilitating five workshops. The work includes preparing for each workshop, managing its sessions and working groups, and ensuring that discussions are facilitated in an effective and comprehensive manner, in continuous coordination with the official from the two countries:

  1. Workshop 1: Daraya – April 27, 2025
  2. Workshop 2: Homs – April 29, 2025
  3. Workshop 3: Aleppo – May 1, 2025
  4. Workshop 4: Tartous – May 3, 2025

Deliveries :

  1. Attendance record
  2. Facilitator’s schedule
  3. Session reports

Second exit:

Unified recommendations paper: Based on the outcomes of the four workshops, reflecting the demands of victims across various sectors, presented in a clear and professional format, taking into account amendments and comments from my country, and ready for submission and distribution to government agencies and stakeholders.

Delivery date: May 6, 2025

Deliverables: Consolidated Recommendations Paper

The third exit:

Managing and facilitating the closing workshop: in Damascus on May 8, 2025.

Deliveries:

  1. Attendance record.
  2. Facilitator’s schedule.
  3. Session report.

Fourth exit:

Final Report : A detailed documentary report of all workshops, including a description of the sessions, key discussions, participant observations, difficulties, and conclusions, as well as a comprehensive analysis of the workshop outcomes. It is provided in an electronic format suitable for archiving and sharing.

7. Payments :​

Phase 1 (D1): Includes pre-preparation for the workshops, in addition to managing and facilitating four workshops, for a total of seven working days.

Phase Two (D2): This includes managing and facilitating the closing workshop, presenting a unified recommendations paper drawn from previous workshops, and submitting the final report, for a total of five working days.

The facilitator is required to specify the daily price for each item in US dollars, calculating the total for each payment to later calculate the total amount.
Note : Financial dues are disbursed after the activity is fully completed, and the related documentation has been reviewed and approved by the Dawlaty Foundation team.

Payments cover all travel, accommodation, and transportation expenses to workshop venues, as well as any other expenses including but not limited to bank fees, VAT, and any other expenses that may be incurred by the service provider.

In order for the payment to be processed by my country, the following documents must be submitted with each payment:

– Attendance schedule / Task schedule

– invoice

– Deliverables (if deliverable)

– Service Receipt Note (SRN) / Material Receipt Note (GRN)

The Second Party’s invoice will be paid by MyDowla within thirty (30) business days of receipt of the invoice and acceptance of the service by MyDowla.

Payment will be made in the contract currency.

Payment will be made via cash.

8. Preview services:

A. Definition: “Services,” as used in this clause, includes the services provided and the quality of work and materials provided or used in performing the Services.

b. Dawlaty reserves the right to inspect and test all services provided for under this Contract, to the extent practicable and at all times and places during the Contract term. Dawlaty shall conduct such inspections and tests in a manner that does not excessively delay the Works.

C. In the event that my country conducts inspections or tests at the premises of the contractor or subcontractors, the contractor and subcontractors shall be obligated to provide all possible facilities and assistance necessary for the safe and comfortable performance of these duties, at no additional cost to the specified price.

D- If any of the services do not comply with the terms of the contract, my country may require the contractor to perform the services again in accordance with the terms of the contract, without any increase over the amount specified in the contract. If the defects in the services cannot be corrected by re-performing them, my country has the right to:

1. Require the contractor to take the necessary action to ensure that future performance complies with the terms of the contract; and

2. Reducing the contract price to reflect the reduced value of the services provided.

e. If the Contractor fails to immediately re-provide the Services or to take the necessary action to ensure that future performance conforms to the terms stipulated in the Contract, Dawlaty shall be entitled to the following:

1. Under the contract, provide services and charge the contractor any cost incurred by my country that is directly related to the performance of these services, or

2. Termination of the contract due to default.

9. Minimum requirements and qualifications:

● At least 4 years of practical experience in facilitating workshops on human rights, transitional justice, or victims’ issues in conflicts.

● Comprehensive knowledge of issues of political, social and economic rights of victims, particularly in the context of Syria.

● Excellent ability to communicate effectively with diverse groups and interact with participants from multiple backgrounds.

● High ability to manage work groups.

● Strong documentation and analytical skills, with the ability to translate discussions into actionable recommendations.

● Proven skills in writing policy papers and reports.

● Problem solving and decision making skills.

● Ability to deal sensitively with human rights issues and victims.

● Proficiency in Arabic at the level of a native speaker.

10. Documents required to be submitted:

11. Selection process:
