CONTEXT :

Atlas Logistique is an operational unit of HI, which has been supporting humanitarian actors since 1993. Atlas Logistics (AL) facilitates, optimizes and accelerates the delivery of aid in emergency situations and in the context of chronic crisis. Its mission is to open up the humanitarian space to the people in need and to optimize humanitarian supply chains.

One of the major evolutions of Atlas Logistics’ mandate is to help maintain and develop humanitarian access to the most difficult communities to reach, whether because of logistical, physical accessibility or security constraints. As such, the management of security and humanitarian access is becoming a major issue in Atlas Logistique’s ability to develop its mandate and serve the actors and the humanitarian system.

The position of Emergency HASM (Humanitarian Access and Security Manager) is central to the device.

OBJECTIVES OF THE POSITION :

Within the HAS Unit (Humanitarian Access and Security Unit) and under the hierarchical responsibility of the Unit Manager, contribute to strengthen the intervention capacity of the HI/Atlas Logistics teams in the field by:

– the conduct of contextual analyses;

– the establishment of arrangements in accordance with the organisation’s security policy;

– support for operational security management;

– and strengthening humanitarian access.

You work closely with Atlas Logistics teams on humanitarian and security access issues (at headquarters and in the field), and participate in strategic workshops.

The position is divided into two main components:

  • Field deployment: as Emergency Manager Humanitarian Access and Security (Emergency HASM), you are deployable in 48 hours for field missions of one to two / three months in support of the implementation of Atlas Logistics projects: exploratory mission (new country or new zone), project launch or temporary reinforcements.

The hierarchical manager may vary depending on the case: Program Director, Area Manager, HASM Country or Operations Manager Atlas Logistics.

  • Work at headquarters: off-time deployment in the field, and under the responsibility of the Head of the HAS unit, ensure capitalization, support the development of tools / reference documents around humanitarian access and security in connection with Atlas Logistics projects. More broadly, you contribute to the strengthening of the emergency deployment system.

More broadly, you participate in strengthening the HAS culture within the organization.

Your main responsibilities will be:

On the ground as a HASM your missions may concern the following aspects:

1. Analysis/monitoring of context, actors, risks and access constraints

2. Definition of access strategy and security

3. Deployment of security policy and HAS directives

4. Operational implementation HAS :

– Management : recruitment and capacity building of HAS teams

– Operational security management of Atlas Logistics projects, including logistics platforms (warehousing and humanitarian transport)

– Management of aspects related to humanitarian access: analysis, network development, workshop organization, access negotiation…

– Incident management: you participate in the management of incidents in connection with the Country Director and the IMT team

5. Monitoring / monitoring: you monitor and audit the quality of HAS management on deployment programs.

If no HAS team is present on the program during the deployment your mission can be extended to the entire program. If a HAS team is present, you will join the team by being dedicated to Atlas Logistics projects.

At headquarters and under the direct responsibility of the Head of the HAS unit is a seat, you are a part of the team and support the following aspects:

– Consolidation and development of tools and frameworks of reference: capitalization, development of tools / reference documents in the field of humanitarian access and security. You also contribute to the strengthening of emergency deployment devices;

– Participate in the capacity building of HI personnel (humanitarian access and security);

– Assist the HAS referents seats exceptionally.

PROFILE REQUIRED :

  • Confirmed experience of at least 2 years in the field in humanitarian NGOs in positions of Security Manager / Humanitarian Access. Experience in coordination positions is a plus.
  • Field experiences in an emergency, complex and unstable context;
  • Experiences in incident/crisis management, humanitarian access and skills building.
  • Priority sense, great capacity for organization and autonomy;
  • Fluency in French and English (read, written and spoken). Knowledge of Spanish and/or Arabic is a plus.
