Emergency Health Program Manager At Center for Child Care and Human Development (C3HD)

Background

Center for Child Care and Human Development (C3HD) is a Child Centered and Women Focused (CCWF) non-governmental, non-tribal, non-religious and non-profitable organization established and registered with state in 2017 and later registered as a non-profit organization with Corporate Affairs Commission (CAC).

C3HD was established to respond to the needs of the most vulnerable communities and especially women and children, people with disabilities and those affected by conflict and insurgency through maximizing contributions to Health care and wellbeing, Education, WASH, Gender, social and disability inclusions, Protection, Peace Building, and Economic recovery and Livelihood.

C3HD is striving for an all-inclusive community and human development for all, including populations who are marginalized, underserved or affected by conflict or insurgency, catering to their health and wellbeing. We have a mission of transforming the lives women and children on the edges of society and help them regain and pursue their dreams for sustainable development.

C3HD acts as an agent for change. For 5 years and in 4 states (Yobe, Borno, Adamawa and Kano States), we help women and children to overcome the massive problem they face through reducing

inequality in accessing health services and education, responding to violence and exclusion, promoting food security, empowerment, peace and resilience building of communities to be able to withstand and respond to future hardships. We employ “the protective communities’ approach” to our programming’s by mainstreaming safeguarding and protection in our activities.

Qualifications:

  • Bachelor’s degree in Public Health, Nursing, Medicine, Health Management, or related field.
  • Master’s degree in Public Health (MPH), Health Policy, Global Health, Epidemiology, or Development Studies is an added advantage.
  • Certification in Emergency Response, Reproductive Health, Nutrition, or related specialization is desirable.
  • Strong understanding of humanitarian principles, health cluster coordination, and donor-funded health programs (e.g., NHF, UNICEF, WHO, ECHO, USAID).

Experience

  • Minimum 5–7 years professional experience managing health or emergency response programs in INGO/NGO or government health settings.
  • Experience coordinating emergency health interventions such as outbreak response, primary health care, surveillance, maternal and child health, and referrals.
  • Experience working in Northeast Nigeria or other conflict-affected environments is a strong advantage.
  • Proven experience in program planning, budgeting, monitoring & evaluation, and reporting.
  • Experience supervising field teams, volunteers, and health facility staff.
  • Knowledge of donor regulations, project cycle management, and accountability frameworks (CHS, AAP, PSEA).
  • Experience collaborating with Ministry of Health, WHO, UNICEF, and other health partners.

Key Responsibilities

  • Lead planning, implementation, and monitoring of all emergency health activities in Damaturu and other assigned LGAs.
  • Ensure timely delivery of quality primary health care services, outbreak response, maternal and child health interventions, and nutrition services.
  • Oversee health facility support, mobile medical outreach, community health services, and emergency referrals.
  • Develop workplans, activity schedules, and technical guidance for field teams.
  • Conduct needs assessments, gap analysis, and propose program adjustments based on field realities.
  • Represent the organization in the State Ministry of Health meetings, Health Sector coordination, HPWG, SRH WG, and other relevant forums.
  • Ensure strong collaboration with government actors, partners, and community stakeholders.
  • Maintain good communication with donors and partners for reporting and updates.
  • Supervise data collection, analysis, and reporting on health indicators.
  • Ensure that monitoring tools are used effectively at facility and community level.
  • Prepare weekly, monthly, and quarterly technical reports for submission to management and donors.
  • Identify challenges and propose evidence-based program improvements.
  • Support the development and monitoring of program budgets.
  • Manage health commodities, medical supplies, and ensure accountability.
  • Ensure compliance with donor requirements and organizational financial policies.
  • Provide leadership, supervision, and mentorship to health officers, community volunteers, and facility- based staff.
  • Conduct capacity-building sessions on emergency health, IPC, surveillance, MHPSS, SRH, and other thematic areas.
  • Conduct performance appraisals and ensure staff adhere to organizational policies including PSEA, safeguarding, and ethics.
  • Ensure compliance with WHO protocols, national guidelines, and humanitarian standards.
  • Strengthen infection prevention and control (IPC) measures at supported facilities.
  • Ensure proper reporting, referral, and management of medical emergencies.
  • Work closely with the security team to ensure safe operations in volatile areas.
  • Promote Accountability to Affected Population (AAP) in all health activities.
  • Ensure communities are engaged through CFM, health education, and feedback mechanisms.
  • Ensure timely response to complaints related to health services.
  • Strong leadership and team management skills.
