HALO Syria has been operating since 2016, delivering humanitarian mine action activities, including survey, mine clearance and explosive ordnance risk education. The programme is currently undergoing an expansion phase due to the fall of the Syria government which has provided opportunities for humanitarian mine action operators to work in country. HALO Syria is responding to the humanitarian crisis in the country and seeking a competent Database Officer to support our efforts.
About the Role
The Database Officer’s primary duty is to support the management and reporting of programme operations data. They will work alongside a small team of Information Management (IM) and GIS professionals. They coordinate with the Operations team regularly, providing information to assist with planning and prioritization. They provide technical expertise on developing database tools and support the programme with reporting and data Quality Check (QC) and Quality Assurance (QA). They develop tools which reduce the data workload of the existing IM team. They mentor the other IM staff on programme and provide guidance. The Database Officer will, after training, be expected to fully grasp the range of HALO mine action operational activities and the relevant data and information produced.
Candidates with a higher degree of information management skills and experience relative to databases are preferred.
KEY RESPONSIBILITIES
The Database Officer is responsible for:
- Develop and maintain relational database(s) in PostgreSQL within HALO’s existing IM systems.
- Develop database reporting tools using views/queries in PostgreSQL.
- Oversee the QC and QA of operational data and resolve issues.
- Develop tools to help the programme conduct data QC and QA more effectively
- Work closely with the programme team to develop reporting, statistical analysis, and (GIS) mapping tools.
- Conduct statistical/data analysis as directed by programme management
- Monitor the location’s data collection from the field to the office in ArcGIS Survey123 App
- Support the development of GIS tools
- Develop BI tools and dashboards to display achievements of programme using MS Power BI
- Help to resolve clerical errors from teams in the field to ensure accurate data entry
- Provide training on the use of tools/systems to staff
- Work with the national mine action authority to import/transfer HALO’s data into the national database
Who we are looking for:
Essential
- Syrian citizen
- Excellent spoken and written English and Arabic.
- Experience and knowledge of database management systems with fluency in PostgreSQL (or Microsoft SQL Server, MySQL).
- Advanced SQL and data querying/extraction skills.
- Experience in managing large datasets.
- Experience with database design of relational databases
- Bachelor’s degree in Computer Science, Information Systems, GIS or related discipline. Lower level of education with relevant experience may be considered.
- Excellent interpersonal and analytical skills with meticulous attention to details.
- Ability to work effectively in a team in a culturally diverse environment.
- Ability to work well under stress and in a fast-paced environment.
- Excellent time management skills and ability to multi-task and prioritize work.
- Strong organizational, planning, and problem-solving skills.

Desirable
- Knowledge and experience in the use of GIS software, especially ArcGIS Pro and ArcMap.
- Experience in the use of mobile data collection tools such as Survey123, Kobo.
- Knowledge of Extract-Transform-Load (ETL) and data manipulation tools such as FME
- Experience within INGO or commercial sector.
