HCM Foundation; Hope, Compassion, and Mercy Foundation is a nonprofit organization committed to strengthening health systems through innovative, data-driven, and people-centered approaches. We are seeking qualified candidates for multiple full-time positions across several states.

Full-time Duration: 1year (Renewable)

Key Responsibilities

• Manage and optimize all project databases, such as biometric attendance systems, integrated registry datasets, HRHMIS modules, productivity tracking tools, and facility master lists, ensuring accuracy, consistency, and reliable performance across states.
• Design, implement, and maintain database schemas, tables, views, stored procedures, and indexing strategies to support high-volume, multi-state data processing and reporting.
• Develop and maintain ETL processes and data pipelines that enable secure and reliable integration between biometric attendance, productivity tracking, integrated registries, and national systems such as NHFR and NHWR.
• Oversee database backup, restoration, redundancy, and disaster-recovery procedures, ensuring business continuity during system outages or data failures.
• Conduct routine data-quality assessments, integrity validations, deduplication exercises, and schema updates to ensure facility and workforce registries remain accurate and living systems.
• Monitor and optimize query performance, storage utilization, and data-flow efficiency to improve the speed, reliability, and scalability of analytics and reporting platforms.
• Work closely with Systems Integration, Digital Health, and MEL teams to align database architecture with interoperability requirements, program indicators, and reporting needs.
• Implement and manage controlled data access through user roles, permissions, audit trails, and logging mechanisms, ensuring compliance with the Nigeria Data Protection Act and internal data-governance policies.
• Develop and maintain technical documentation, SOPs, data dictionaries, and handover materials to support continuity, onboarding, and long-term state ownership of database infrastructure.
• Carry out other tasks as assigned by the supervisor.

Education and Experience Requirements

• Bachelor’s degree in Computer Science, Information Systems, Data Management, Software Engineering, or a related field.
• Minimum of 5 years’ experience managing relational and/or NoSQL databases in largescale, multi-user environments, preferably within health, public-sector, or donor-funded programs.
• Professional certification is required.
