Data Protection Officer At Hope, Compassion, and Mercy Foundation

HCM Foundation; Hope, Compassion, and Mercy Foundation is a nonprofit organization committed to strengthening health systems through innovative, data-driven, and people-centered approaches. We are seeking qualified candidates for multiple full-time positions across several states.

 Location: Gombe
Full-time Duration: 1year (Renewable)

Key Responsibilities

  • Lead compliance with the Nigeria Data Protection Act, ensuring lawful collection, processing, retention, sharing, and consent management across all project systems.
  • Review contracts, MOUs, and data-sharing agreements with government and partner organizations to ensure privacy-by-design principles are incorporated.
  • Define, implement, and oversee data governance procedures, including data classification, anonymization, retention schedules, and breach reporting protocols.
  • Conduct regular privacy and compliance audits across all workstreams, including biometric enrolment, workforce rosters, facility functionality reports, productivity tracking, and system integrations.
  • Train HCMF staff, state officials, and LGA teams on privacy obligations, secure handling of sensitive data, and confidentiality practices.
  • Collaborate with Cybersecurity and Database Administration teams to embed administrative, technical, and organizational safeguards into all platforms.
  • Respond to data subject access requests and prepare NDPA compliance reports for donor and government stakeholders.
  • Maintain up-to-date knowledge of privacy regulations, best practices, and emerging risks to continuously strengthen the organization’s data protection posture.
  • Carry out other tasks as assigned by the supervisor.

Education and Experience Requirements

  • Bachelor’s degree (Master’s degree preferred) in Law, Information Systems, Data Privacy, Cybersecurity, or a related field.
  • Minimum of 5 years’ experience in data protection, privacy compliance, or digital health data governance, preferably in government or donor-funded programs.
  • Strong knowledge of NDPA, GDPR, or similar data protection frameworks.
  • Professional certification is required.

Key Responsibilities

  • Support the HR Manager in implementing human resource policies, procedures, and programs across project states.
  • Manage recruitment processes, including job postings, candidate screening, interview scheduling, and onboarding of staff and consultants.
  • Maintain accurate personnel records, contracts, attendance, leave, and staff performance documentation in compliance with organizational and donor requirements.
  • Track staff attendance, leave balances, and workforce movements, providing timely reports to managers for decision-making and payroll alignment.
  • Support performance management processes, including appraisal tracking, training needs assessments, and professional development initiatives.
  • Manage payroll preparation, benefits administration, and reconciliation of HR-related data with the Finance team.
  • Coordinate staff training, orientation, and capacity-building programs.
  • Ensure compliance with labor laws, organizational policies, and donor HR requirements.
  • Support staff engagement, conflict resolution, and maintain a positive work environment.
  • Support HR reporting, dashboards, and analytics to monitor workforce trends, gaps, and HR risks.
  • Maintain confidentiality and handle sensitive employee information with professionalism.
  • Carry out other tasks as assigned by the supervisor.

Education and Experience Requirements

  • Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, or a related field.
  • Minimum of 3 years’ experience in human resources management, preferably in donorfunded programs, NGOs, or government projects.
  • Knowledge of labor laws, payroll procedures, and HR best practices in Nigeria.
