World Service has been present in Colombia since 2002 through its Colombia Program and is currently implementing the Country Strategy “Dignified Life, Peace and Territory” (2019-2024), focusing on three strategic areas: 1. Livelihoods and Climate Justice, 2. Quality Humanitarian Services, and 3. Protection and Social Cohesion. Our partners in Colombia include community-based, ethnic, peasant, and women’s organizations. Our allies include members of the ACT Alliance and the Forum of International Humanitarian Organizations in Colombia. We are supported by donors such as the European Commission, ECHO, and United Nations agencies, among others. Description of the area to which the position is limited
The position falls under the LWF/SM COL-VEN Program Area, which is led by the Senior Program and Strategy Manager. The position reports directly to the PME&Q Area Coordinator and will maintain close coordination with the LWF/SM COL-VEN program and administrative team.

Location
Based in the Bogotá DC office, however, you must be available to travel to the departments where the FLM/SM COL VEN works, in the country or outside of it, and where it is necessary to carry out the functions inherent to your position.
Purpose of the position
Support the planning, monitoring, evaluation, and quality assurance actions of the LWF Program project in Colombia and Venezuela, ensuring its effectiveness and efficiency, in accordance with humanitarian principles, the Sphere Project, CHS, and the PME&Q guidelines and policies of the LWF/SM COL-VEN and its donor.
Description of activities
LEADERSHIP
- Represent the LWF/SM COL-VEN program before the coordination, planning, and reporting mechanisms of the humanitarian architecture to which the LWF has been linked.
- Represent the FLM/SM COL-VEN program in regional institutional spaces, or at the national level, according to express delegation.
MANAGEMENT
- Lead project monitoring to ensure efficient and effective development, based on the results framework, work plans, and budgets.
- Provide the evidence required to support operational and strategic decision-making for the project implemented by the FLM/SM COL-VEN program.
- Support leadership in the planning, monitoring, and evaluation of project activities implemented with local partners through the LWF PMER matrix.
- Guide the planning of activities taking into account quality, relevance, and incorporating the action without harm approach.
- Support the implementation and dissemination of the complaints mechanism with the various stakeholders (beneficiaries, partners, suppliers, and others) in the projects and work of the LWF/SM COL-VEN in the Region.
- Review and evaluate internal and donor periodic reports on progress and results achieved based on project indicators with local partners, in accordance with the formats and procedures established by the FLM/SM COL-VEN.
- Ensure compliance with the documentation, systematization, and delivery process for project verifiers in each action area based on the requirements of the LWF/SM COL-VEN and donors.
- Ensure quantitative reporting resulting from programmatic monitoring in ActivityInfo.
- Responsible for the documentation of good practices and lessons learned from ongoing projects.
- Conduct and contribute to risk analyses and report safety events that occur during the course of their work.
- Actively participate in PME&Q area meetings and joint planning.
GENERAL RESPONSIBILITIES
- Ensure the effective implementation of the LWF security policy and ensure the implementation of the LWF Codes of Conduct and other institutional policies within the framework of the project.
- Strictly comply with LWF/SM-CO procedures, manuals, and policies.
- Ensure proper cash management for travel advances for activities. Complete travel reports that comply with donor requirements and LWF administrative procedures.
- Ensure proper compliance with the administrative and control procedures applicable to them, within the scope of their activities within the framework of the specific project and FLM policies.
- Comply with LWF procedures, manuals, and policies, including the Codes of Conduct, Safety and Security Policy, Security Manual, Child Protection, and any other requirements established by the LWF.
- The LWF has zero tolerance for sexual exploitation and abuse, and all staff have a duty to comply with and promote the LWF Protection from Sexual Exploitation and Abuse (PSEA) Policy in the conduct of all their duties and functions.
Professional Requirements
Level of Education
- A technical level, technologist, or undergraduate student in social sciences, industrial engineering, or related fields of project planning and monitoring and/or related fields is required.
Work Experience
- Minimum experience of two (2) years in humanitarian work with peasant, ethnic and/or migrant communities
- Minimum experience of one (1) year verifiable in information management, quantitative and qualitative.
- Experience in complex contexts with multiple impacts is desirable.
Languages and office automation
- It is essential that you read, speak, and write Spanish, whether as a native language or with proven advanced fluency.
Other required and/or desirable knowledge and skills
Knowledge:
- Knowledge of the country’s political, social, economic, and cultural context. Specifically, knowledge of migration, armed conflict, peacebuilding, human rights advocacy, gender, a differential approach, psychosocial care, and a rights-based approach is essential.
- Knowledge of international human rights and migration mechanisms, as well as gender and ethnicity.
- Ability to communicate complex messages in an accessible manner.
- Good conceptual and analytical skills.
- Ability to manage the time and responsibilities of the position, and be able to respond appropriately under pressure.
