Consultancy for the Development of the National Nutrition Budget Tracking System (NNBTS) at Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN)

BACKGROUND 

The Partnership for Improving Nigeria Nutrition Systems 3.0 (PINNS 3.0) is a project designed to strengthen the Nigeria nutrition systems to be more Result-driven, Effective, Serviceable, Efficient and Transparent for improved Human Capital Development (RESET4iHCD).This is to facilitate thedelivery of Nutrition interventions and to hold government accountable on commitments made to allocate, release and use transparently funds for implementation of high impact Nutrition interventions in Nigeria through evidence-based advocacy

One of the ways to hold the government accountable especially with respect to nutrition financing is track nutrition budget across states of the federation in relation to the costed multisectoral plan of action for food and nutrition – This makes available evidence for effective advocacy engagement that is result oriented. 

Years ago, CS-SUNN had initiated a manual budget tracking tool used by the state chapters in collecting nutrition finance related data across various Ministries, Department and Agencies (MDAs) in project states namely Kaduna, Nasarawa, Lagos, Niger and Kano. From the experiential interaction with the state chapters and the manual tool, it was apparent that sustainability is questionable which resulted in the idea of an advanced data collection interphase hence the National Nutrition Budget Tracking System.

RATIONALE 

The manual data collection seems non-sustainable as it comes with challenges such as collection bias, loss of data, errors in analysis amongst others. These observations led to the need to get the CS-SUNN budget tracking mechanism digitized which will rule out all biases, provide system-generated analysis, promote easy spread of the use of the budget tracking and make available all-time evidence for advocacy engagements especially on nutrition financing across states of the federation.

PURPOSE OF ASSIGNMENT

To develop and deliver a world-class National Nutrition Budget Tracking System.

SPECIFIC TASKS

The specific tasks for the consultants are to:

  • Based on necessary nutrition financing indicators, develop National Nutrition Budget Tracking System 
  • Present the web format of the NNBTS
  • Ensure a good graphical interface across all components of the NNBTS
  • Present the NNBTS for a pretest
  • Develop an instruction manual on the use of the NNBTS
  • Write a report on the assignment. 
  • Work closely with the CS-SUNN project team in delivering on this assignment 

EXPECTED OUTPUTS

By the end of the assignment, the following outputs will be expected:

  • National Nutrition Budget Tracking System
  • Web format of the system
  • A Comprehensive Report of the process

LEVEL OF DELIVERY

The assignment is expected for a period of thirty working days from the date of signing the contract.

Activities will include

  • Liaise with the national secretariat to conduct end-user testing so that edits can be made afterwards to the system
  • Build in relevant feedback from field testing. 
  • Capacity building for all the relevant stakeholders on the use of the NNBTS

SKILLS AND KNOWLEDGE OF THE CONSULTANT

The Lead Consultant should possess:

  • A Technical Certificate, Associate’s or bachelor’s degree in information technology, Computer Science, Software Engineering, and/ or a related field.
  • At least two (2) years’ experience working with governmental organizations or rural development programs in the development of software or providing IT solutions is required.
  • Good Communication skills, both oral and in writing, interpersonal skills, and the ability to work well with others in a collaborative environment.
  • Experience in creating user-friendly and graphically appealing interfaces for database systems.
  • Experience and knowledge with the following programs (Microsoft Office Suite, MS SQL, MySQL Server, mobile app development, etc).

TIMING OF THE CONSULTANCY

The assignment will be carried out in Abuja and will last for 30 working days in August 2025
