Introduction
Oxfam is an international confederation of 19 organisations working in over 95 countries worldwide to find lasting solutions to poverty and injustice around the world. By adopting a rights-based approach and in solidarity with communities, Oxfam works with partners, public and private sector institutions to achieve a fairer economy with increases in incomes for the poorest and more effective support to those affected by crisis; and to change public attitudes so the rights of women are respected, to achieve a more accountable state and private sector institutions; and a stronger civil society in which women and men know and can claim their rights.
DUTY STATION
The analysis and subsequent workshops would be conducted in Taraba State with travels to the six implementing LGAs outlined in this term of reference.
DURATION, DEADLINES AND TIMELINES
It is expected that the work will last a maximum of 45 days from appointment of the Consultant to final report. The Consultant is required to develop a methodology and estimate a detailed work schedule for each phase as part of the technical proposal. Proposed start date is 31st May to 14th July 2021. The following timeline will be followed:

REQUIRED EXPERTISE AND QUALIFICATIONS
The consultancy will be undertaken by qualified individuals or firms who will work in close collaboration with the PROSELL Project Manager. Such individuals or firms should possess the following:
a. Lead Consultant must have an advanced degree in Peace & Conflict Studies, Conflict Management, Sociology/Rural Sociology, Development Studies or other related fields.
b. Lead Consultant must have a minimum of 10 years cognate experience conducting conflict analysis and leading peacebuilding and conflict resolution/management initiatives in similar contexts.
c. Strong knowledge and experience working around conflict areas especially in Northern Nigeria.
d. Proven quantitative and qualitative research skills as well as report writing (consultant should provide samples of similar studies conducted in the past).
e. Strong background in participatory design, monitoring and evaluation methodologies of development programs in fragile contexts
f. Knowledge of the design and use of conflict management curriculum, behavioral change communications instruments and media tools.
g. Demonstrated experience in facilitating workshops, dialogue sessions, and trainings on conflict management.
h. Familiarity with community-based and participatory approaches in development research.
