Oxfam in Nigeria, in partnership with the Development Exchange Centre (DEC), is implementing a 66-month Project funded by the European Union in Taraba state. The Project, called “EU Support to Food Security and Resilience in Taraba state, Nigeria (PROSELL),” is being implemented in 80 rural communities in Ardo Kola, Donga, Takum, Wukari, Kurmi, and Zing LGAs of Taraba state in Northern Nigeria and is assisting 40,000 very poor households to improve their food/nutrition security and resilience in agriculture production, incomes generation as well as strengthen their preparedness to withstand shocks and disasters.
PROSELL has been strengthening the capacities of about 43,000 rural households who rely on agriculture and natural resource-based livelihoods through best practice knowledge transfer, household/productive assets accumulation, financial inclusion services, linkages to market systems, climate change adaptation, and social safety programs. Some reported evidence of increased productivity and improved well-being among project participants in the 80 rural communities has been reported. PROSELL interventions have contributed to an improved food security situation across the communities, as more foods are produced for household consumption and for enhanced household income generation. Now in its sixth year of implementation, PROSELL has demonstrated that resilience programming targeted at rural populations should be multi-dimensional and comprehensive enough to stimulate far-reaching change processes for vulnerable households.
This evaluation aims to assess project performance against the evaluation criteria: project design relevance, effectiveness, efficiency, impact, sustainability, M&E systems, other cross-cutting issues, etc. The EoP evaluation has the additional purpose of drawing lessons and developing recommendations for Oxfam and the EU that may help improve the selection, enhancing the design and implementation of similar future projects and activities in the country and on a global scale upon project completion.
The EoP report should include examples of good practices for other projects in Northern Nigeria.
The evaluation team should provide an analysis of the attainment of the main objective and specific objectives. Through its assessments, the evaluation team should enable the Government, Oxfam, and other stakeholders and donors to verify prospects for development impact and sustainability, providing an analysis of the attainment of SDG goals, project objectives, delivery and completion of project outputs/activities, and outcomes/impacts based on indicators.
