BACKGROUND
The Association for Reproductive and Family Health (ARFH) is currently implementing the Integrated Child Health and Social Services Award (ICHSSA) in Lagos State, in partnership with Project HOPE and FHI360, with support from the United States Agency for International Development (USAID) and in collaboration with the Lagos State Ministry of Youth and Social Development (MYSD). The project is currently being implemented in ten (10) LGAs in Lagos State and focuses on providing gender sensitive HIV services, comprehensive health and social services to Orphans and Vulnerable Children (OVC).
A functioning social welfare system is a vital safety net for vulnerable girls and boys and their families. When the system is functioning effectively, families and children have access to an array of quality services that promote well-being and protect them from harm. A services mapping directory, therefore, will strengthen the Ministry of Youth and Social Development to implement their mandate in an effective, efficient and well-coordinated manner that ensures better outcomes for children in need of care and protection. Case management and referral system provide a roadmap for improving client well-being, while at the same time increasing coordination amongst different sectors, facilitating the delivery of multiple services, and reducing gaps in services in order to increase clients’ access to and uptake of services to improve their well-being.
Purpose of the Assignment
Project HOPE a consortium partner on the ARFH-ICHSSA-2 project plans to support the MYSD in the development of a service referral directory for its OVC program in Lagos State.
Project HOPE in partnership with the Ministry of Youth and Social Development is looking to engage the services of a Consultant with skills and technical expertise in mapping service providers at State and LG level.
The purpose of the assignment is to develop a service mapping and service directory for both referring and follow up of the social services provided. Concretely, it will consist in collecting the list of all the organizations that respond to concerns related to child and family welfare concerns in order to develop a user-friendly directory. The directory of services lists all facilities and projects that provide related services within the State and LG. For each facility or organization listed, the directory should specify all services provided, the address or location, contact information, and hours and days of operations.
The directory would be published and made available to all providers. The scope of services provided should cover health, social protection, child protection, sexual and gender based violence, mental health and psychosocial support.
Description of Duties/Responsibilities
The Consultant will work under the direct guidance of the Country Representative. The Consultant will have the following duties and responsibilities:
- Development of methodology for service mapping and developing an online form to collect the data of agencies that provide social services to children and their families and the scope of the services provided (including health, social protection, child protection, sexual and gender based violence, mental health and psychosocial support).
- Service mapping – desk research of all services available to vulnerable children including the review of the NGO register with the Ministry of Youth and Social Development
- Field research that will consist of interviews with stakeholders working with vulnerable children and families, and outreach activities to identify the services available.
- List of all the organizations that respond to concerns related to child and family welfare. These may include specifically mandated organizations such as the police and child protection agencies as well as other types of organizations such as hospitals or mental health agencies, shelter and residential homes for children.
- Development of report on services mapped for each category of vulnerable children (poor children, children without parental care, survivors of child trafficking and gender-based violence).
- Presentation of the report on service mapping.
Expected Outputs and Timelines
- A completed referral service directory
- Outline of report and structure of profiles created
- Final report completed
Methodology
- Become familiar with all the relevant legal framework and documents of concern for vulnerable children including children in need of care and protection in Lagos State;
- Develop methodology for service mapping at State and LG level; the data collected should include name of organization, services offered, contact details and business hours for the following sectors: health, social protection, child protection, sexual and gender based violence, mental health and psychosocial support;
- Establish contacts with different systems (social welfare, judiciary, health and social protection system) in order to gather valuable information about children in need of social services;
- Conduct desk research of all available services including health, social protection, child protection, sexual and gender based violence, mental health and psychosocial support for children in Lagos State;
- Map relevant actors in the field and cooperate with relevant institutions at the LG level – MDAs, Police, civil society organizations, etc.;
- Conduct field research through outreach activities, and conduct interviews with relevant stakeholders working with children in need of social services;
- Develop report of mapped services at State and LG level;
- Create presentation of report of mapped services.
Expected Qualifications, Experience, specialised knowledge/skills and competencies
The Consultant will have the following desired minimum requirements:
- Minimum of five years working experience in management and or organizational development and a proven track record of conducting similar projects;
- Technical understanding of social welfare systems with the focus on social protection, child protection and case management in particular;
- Experience working at MDAs an asset;
- Excellent communication, facilitation and negotiation capacity.
- The Consultant will be expected to have solid procedures for quality assurance of work, procedures for confidentiality of information collected, etc.
- Availability to commence work immediately
- Candidate should have an advanced degree and academic qualifications in human resources, organizational development, business administration, social sciences or other relevant field;
- Technical understanding of social welfare systems and social protection and child protection in particular
- Be able to work independently as well as with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization.
- Must have excellent research and analytical skills.
- Excellent communication, writing and editing skills, and command of the English language, including ability to present information at different levels and to different technical and non-technical audiences.
Expected deliverables:
- A consultancy work plan that includes timeline and a proposed outline and methodology for the consultancy
- Final consultancy report.
Special Conditions
- The Consultant is expected to be familiar with both Local Government and State structures in Lagos State
- Given the current restrictions around COVID-19, the Consultant should be prepared to move around Lagos, LGAs and State Ministries if need be (observing all safety guidelines in relation to COVID-19).

- Work is expected to be carried out during work days. Any work at weekends will be approved by the Country Representative.
COSTS
- Costs for consultant travel as approved in the workplan will be reimbursed
- Project HOPE will pay a lump sum towards communication costs
- Consultant daily rate will be N50,000 (Fifty thousand Naira); to be paid on submission of satisfactory final consultancy report
- Daily rate for field workers to be determined by Project HOPE
