Objective of the Position
The CDP Facilitator will support the delivery of inclusive, participatory planning sessions that empower all community members to actively engage in ward-level development planning. The Facilitator ensures that voices from marginalized groups including women, youth, PWDs, the elderly, and the illiterate are meaningfully integrated. The role involves guiding dialogue-based sessions, working alongside rapporteurs, and supporting the development of validated, community-driven LGA Development Plans aligned with CEPP principles and LGA priorities.
Key Responsibilities
- Facilitate CDP sessions using inclusive and participatory approaches such as town-hall meetings and dialogue forums.
- Ensure meaningful participation of semi-literate, illiterate, elderly, poor, and disabled community members.
- Use locally relevant tools (e.g. playlets in local languages) to explain planning concepts and processes.
- Coordinate with Lead Facilitators, LGA Facilitation Sub-Teams, and community stakeholders to guide inclusive discussions.
- Ensure at least 50% representation of women and inclusion of youth, traditional leaders, and faith-based groups.
- Facilitate discussions on key CDP themes including participatory planning, community challenges, root cause analysis, and solutions mapping.
- Guide the formation of Ward Development Support Committees (WDSCs) and explain their role in the planning process.
- Collaborate closely with Rapporteurs to ensure accurate documentation and harmonization of session outcomes.
- Support validation and finalization of Ward Development Plans for integration into the LGA Development Plan.
- Allow and support LGA facilitation teams to take the lead during sessions while providing mentorship and supervision.
- Liaise with third-party facilitators (e.g. CODERHI) under Oxfam’s coordination where required.
Required Qualifications & Experience
- Bachelor’s Degree in Agriculture, Development Studies, Economics, Social Sciences, or a related field.
- At least 2 years’ experience in community facilitation, participatory planning, or grassroots development.
- Strong community mobilization and engagement skills with diverse demographic groups.
- Proven experience facilitating sessions involving women, PWDs, traditional leaders, and marginalized populations.
- Excellent facilitation, presentation, negotiation, and interpersonal communication skills.
- Demonstrated ability to manage competing priorities and produce high-quality, community-owned outputs.
- Strong analytical and critical thinking capacity.
- Proficiency in using Microsoft Office tools (Word, Excel, PowerPoint).
Desirable Attributes
- Resident of Kwaya Kusar LGA or nearby wards (strongly preferred).
- Fluency in Bura, Hausa, and English (spoken and written).
- Familiarity with CEPP guidelines and participatory rural development practices.
- Comfortable working during evenings or weekends as required by community schedules.
- Ability to work well with teams across organizational and cultural boundaries.
- Prior experience working with NGOs, CSOs, or LGA structures on governance or development projects.
