CASH Project Assistant At ZOA

ZOA is a Dutch humanitarian organisation that supports vulnerable people affected by violent conflict and natural disasters in fragile states, helping them to lead dignified and resilient lives.

ZOA operates in over 14 countries, in difficult locations where our field staff directly provide assistance to the most vulnerable victims of displacement. Countries where ZOA is present include Burundi, Colombia, DR Congo, Ethiopia, Iraq, Liberia, Myanmar, Nigeria, Sudan, South Sudan, Syria, Uganda, Ukraine and Yemen.

In Colombia, ZOA’s head office is located in Riohacha, La Guajira. ZOA is implementing cash, food security, water, sanitation and hygiene projects in the departments of La Guajira, Atlántico, Antioquia, Arauca, Casanare, Cundinamarca, Nariño, Norte de Santander, Santander, Valle del Cauca.

Operations in Colombia began in 2019, focusing on food security and WASH interventions serving approximately 300,000 beneficiaries supported by institutional donors, UN donors, and ZOA’s private donor group.

Purpose of the position

The CASH Project Assistant supports the implementation of cash transfer activities in the department of Santander – Bucaramanga or Ipiales-Nariño, depending on the site where applicable. This position reports directly to the CASH Project Office Leader as appropriate and to the regional coordination. The assistant is the main link between ZOA and the communities supported.

Main functions and responsibilities

  • Carry out information gathering, follow-up and monitoring activities for the monetary transfer project, both in person and by telephone in the municipality and nearby municipalities.
  • Conduct follow-up visits and support to suppliers such as: Those related to the attention they provide to participants (price monitoring, checklist, training in the use of instruments, etc.) and ensure their proper functioning within the framework of the project.
  • Provide support in case administrative processes are required for payment to suppliers and support in collection accounts for new suppliers.
  • All activities related to the implementation of the restricted cash transfer program through vouchers, both in the selection processes of participants and in the activation of cards for multipurpose transfers.
  • Support and direct the organization of volunteers for community work, especially those for information gathering.
  • Support the logistical process of serving participants at the ZOA main office, transportation terminal, or wherever the service process is located (shelters, service points, routes, etc.).
  • Provide support to the team in matters of security and order within all facilities at the ZOA main office, transport terminal or wherever the service process is located.
  • Understand and analyze the migration situation in the region and maintain a critical analysis of the context and an adequate understanding of it.
  • Establish and maintain appropriate relationships with partners and organizations with which the project develops coordination actions at the community and institutional level.
  • Maintain fluid communication between organizations, institutions and coworkers.
  • Support logistical activities for the implementation of the program.
  • Participate in the activities developed within the framework of the program at both local and national levels.
  • Apply a post-distribution monitoring (PDM) survey of scale and destination to participants, in order to monitor satisfaction with the services provided by ZOA in the territory.
  • Conduct field trips to identify and characterize the population with safe mobility.
  • Carry out the process of searching for new suppliers in the local market in coordination with the finance area.
  • Carrying out administrative processes in transport matters such as: requesting vouchers on transport platforms, purchasing tickets, collecting tickets or vouchers at the ticket office, file management and scanning of these processes.
  • Provide support, if necessary, to other ZOA projects implemented in the same communities.
  • Perform analysis of project databases.
  • Any other duties that are reasonably consistent with the key duties of the position.
  • Participation in protection tables, GIFMM – meetings with partners (accompaniment) as assigned by their immediate supervisor.
  • Provide support to participants in purchasing and other operational processes.
  • Provide a timely response to partners who refer the population, complying with agreements established in coordination spaces.
  • Carry out administrative processes related to transport, including requesting vouchers on the corresponding platforms and sending emails to transport companies.
  • Carrying out administrative processes focused on document management, including the organization, classification and archiving of documents.
  • Verification of case referrals in Kobo, ensuring that all information is correctly recorded and that cases are referred in accordance with established procedures.
  • Identification of specific cases for referral to the CASH Officer and subsequent referral to the Protection area, ensuring that cases are managed appropriately and in accordance with established protocols

Skills and abilities

Identity

  • The candidate is expected to support ZOA’s identity, vision and mission.

Knowledge / experience

  • If possible, a professional degree in social sciences/administrative sciences/engineering. If you do not have a professional degree, this can be compensated with 3 additional years of experience related to the position.
  • Proven general work experience of at least 1 year as a project assistant or in the management of social projects, preferably with migrant populations.
  • At least one year of experience in cash transfer or shelter programs is desirable.
  • Knowledge of the process of managing difficult situations and conflicts in programs is desirable.
  • Skill in handling project tracking and monitoring applications is recommended (Kobo and Excel recommended).
  • Affinity with emergency work and international NGOs, especially knowledgeable about migrant issues.
  • Excellent spoken and written command of Spanish.
  • Demonstrable work experience in the department where you are applying or similar regions.

Special working conditions

  • 1 position for Bucaramanga -Santander.
  • 1 position for Ipiales – Nariño.
  • Willingness to travel to remote field locations to support program staff as needed.
  • Willingness to work outside of office hours, especially in emergency relief situations when requested to perform necessary duties.
  • Willingness to work every day of the week.
  • The schedule for this position is: Monday through Friday from 8:00 am to 5:30 pm, two Saturdays per month on rotating shifts.Salary indication

An employment contract is contemplated with a salary ranging from $1,901,710 to $2,224,321; however, this depends on the candidate’s experience according to the ZOA salary scale.
