Project Background
To enhance accountability, NRC Nigeria is developing a centralized, digital Community Feedback Mechanism (CFM) system. Currently, feedback tools are fragmented and paper-based, leading to inefficiencies. Funded by NORAD, this initiative aims to introduce a web-based CFM e-database and a mobile documentation app, allowing secure, real-time collection and analysis of complaints and feedback across NRC’s locations.
Consultancy Purpose
The consultant will lead the design, development, and deployment of a secure, user-friendly, and scalable CFM system that includes:
- A web-based database and feedback submission portal
- A mobile application for offline documentation
- An admin dashboard with analytics and reporting tools
- Data protection features aligned with global AAP and humanitarian standards
Scope of Work
The consultant is expected to:
- Design a simple, multilingual, and offline-compatible feedback platform
- Build secure backend systems and data storage
- Develop a mobile app for data entry and community interface
- Create dashboards, analytics tools, and export/reporting features
- Train NRC staff on usage and support
- Provide secure hosting and data backup services
Key Deliverables
- Inception Report (Due within 2 days post-contract): Includes project plan, security measures, and hosting protocols
- Fully functional web-based CFM system and mobile application
- Admin dashboard with tracking, tagging, alerts, and visual reports
- Training materials and user manuals
Expected Outcomes
- Improved real-time decision-making with dashboards
- Wider access for communities through mobile/web/offline inputs
- Strengthened data protection and transparency
- Full alignment with global humanitarian accountability standards (CHS, IASC, SPHERE)
Required Consultant Profile
- Degree in IT, Computer Science, or related field
- Proven experience with database/app development, preferably in the humanitarian sector
- Strong understanding of UI/UX design, data privacy, and AAP standards
- Familiarity with secure digital platforms and field-based tools
- Excellent documentation and training skills
