WHAT WE DO …
Humanitarian actors intervene in increasingly complex crises with multifactorial causes (conflicts, climatic events, epidemics, etc, failed states) whose dynamics and fluidity constitute a challenge to the’efficiency of the response. To this challenge,’ adds that of often degraded security conditions associated with high risks of protection for humanitarian personnel and particularly severe constraints of’access.
In hard to reach areas, conventional approaches to’ needs assessment conditioned by physical access of teams to the field are defeated. Due to a lack of reliable information and exploitable humanitarian analysis on these hard-to-reach localities, the humanitarian response remains insufficient. The remobilization of’a assistance in these areas is however a major challenge in terms of humanitarian’imperiality and protection of affected populations.
HAACT is an initiative that has developed innovative, effective and efficient methodologies capable of producing reliable and exploitable information on difficult to access areas. Complementary to existing mechanisms ( REACH, ACAPS, etc.) HAACT optimizes in particular new technologies ( satellite imagery ) and new modes of communication ( social networks ) to produce analyzes with single exploitability in the most difficult contexts.
HAACT is a service recognized and solicited by operational actors, humanitarian coordination (OCHA, Cluster), and decision makers. Its analyses alert to forgotten/invisible humanitarian crises ; inform the go/no-go decision towards the most difficult areas of’ access; and help prioritize areas and needs. Since 2022, HAACT has benefited from the institutional support of’ECHO, BHA and Swiss Cooperation.
In 2023 HAACT S’s is put at the service of mechanisms of emergency response’ (RRM) and front-line’actors to allow humanitarian interventions in very difficult areas of’access. Through a rigorous and in-depth work of’analysis and close collaboration with NGO frontliners ; HAACT has enabled humanitarian responses that would otherwise not have taken place. In 2023 HAACT demonstrated a direct contribution to humanitarian operations that will be further amplified in 2024.
The year 2024 will mark the geographic expansion of HAACT beyond the Sahel Central ( Mali, Burkina Faso, Niger ). A global initiative, the HAACT will be deployed during 2024, notably in Sudan, Togo, Benin, Nigeria and Yemen. In this phase of geographic expansion, the HAACT is recruiting new collaborators, including a responsible humanitarian analysis.
THE MISSION
In 2024 the HAACT was restructured around an enlarged team made up of a Program Director, a Consultant, a ( e ) Director / Director Delegate ( e ), Human Analysis Managers, and a Program Manager.
Under the management and with the technical support of Director HAACT, the Humanitarian Analysis Manager will be in charge of producing humanitarian analyzes in areas difficult to access.
He/she will be responsible for the collection and processing of secondary and primary’information (interviews and piloting of photos/videos with local sources) up to the writing of reports, according to the methodologies and processes defined by HAACT.
He/she will also contribute – on delegation – to the external representation of HAACT, upstream of the analyses (presentation of HAACT and coordination with partners for the’ identification of priority areas), and at the end of the analyses (restitution and follow-up of the recommendations).
He/she will finally contribute to the structuring and formalization of HAACT methodologies in support of the CLIMAT scaling of the mechanism. On the basis of his skills and his appetite, he/she can be associated with the’ identification or the development of new methodological axes.

Roles & responsibilities
- Coordination with humanitarian actors [contribute]
- On the delegation of Director HAACT, presentation of the HAACT mechanism to humanitarian partners (NGOs, Cluster, Rapid Response Mechanisms, etc.)
- On delegation of the Director HAACT, coordination with humanitarian NGOs, Clusters, rapid response mechanisms for the’ identification of priority areas for analysis
- Production of’humanitarian analyses on hard-to-reach areas [responsible]
- Review, consolidation and analysis of secondary humanitarian information and data in support of the production of’analyses on hard to reach areas
- Identification and reliability of local sources according to HAACT methodologies. Continuous animation and extension of the HAACT network of local sources in the country.
- Interviews with local sources for the collection and reliability of’information and humanitarian photos/videos according to the methodologies and processes defined by HAACT
- Structuring and reliability of the information collected at the level of secondary and primary sources according to the methodologies and processes defined by HAACT
- Drafting of’analysis reports according to the format and standards defined by HAACT, with the technical support of the Director/trice or Deputy Director/trice
- Review, consolidation and analysis of secondary humanitarian information and data in support of the production of’analyses on hard to reach areas
- Restitution and follow-up of analyses with the humanitarian community [contribute]
- According to the humanitarian issues identified and on delegation of the Director HAACT restitution of the analyses at the Clusters/NGO level and follow-up of the recommendations with the partners
- Formalization/structuring and methodological development [contribute]
- Contribution to the structuring/formalization of HAACT methodologies and to the continuous improvement of methodologies or to the’ identification of new axes of work
Specific issues and challenges
HAACT is an innovative initiative launched in 2021 by a team of experienced’humanitaires looking for solutions to deliver humanitarian assistance in the most challenging areas, including, wherever it is needed. If the « proof of concept » has already been realized ; the HAACT is part of an iterative approach of co-construction with its operational, technical and financial partners and will continue for the year 2023/’/2024 Work to improve its methodologies and develop/test new ones.

Technical skills :

Experience :
HAACT recruits a profile with at least 2 years of experience in the humanitarian sector in positions of Program Manager, Grant Manager, or MEAL Manager. Prior experience at the level of the countries on which HAACT is operational is an asset.
Languages :
- French fluent oral and written
- English fluent oral and written
- Knowledge/mastery of the’Arab an asset
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
Status : CSD, framework status
Salary/compensation : 2100€ to 4100 gross/month, according to experience and seniority SI. Paid leave paid monthly up to 10% of gross salary.
Per diem monthly : according to’assignment place
Medical coverage : 100% coverage of medical expenses, repatriation insurance.
Leave : 7 working days every 3 months of mission, with payment of’a compensation of 850 USD. Granting of one additional day of rest per month worked.
Accommodation : Accommodation in collective GH
Transport : Travel expenses covered between the place of contractual domicile and the place of mission.
