Background
Concern for Women and Children Development Foundation (COWACDI) is a women-led organization born out of passion for the wellbeing of Women and Children in Nigeria. It has a special interest in mitigating the suffering of the vulnerable persons (mostly Women & Children) in times of crisis. Currently the organization has focused its attention on the Northeast of Nigeria with special emphasis in Borno, Yobe and Adamawa states (BAY states) due to the decade old crises. COWACDI intervenes through community-based approach in addressing humanitarian and development needs since its establishment in 1998, these include in Protection, Peace Building, Housing Land & Property (HLP), Non-food Items (NFI), Livelihood, WASH, Nutrition, Livelihood, amongst others. These interventions have directly benefited thousands of children, women, men, girls and boys of all groups. Determined to expand her interventions to reach more vulnerable people in conflict affected regions. COWACDI operates with full respect to humanitarian laws, concrete policies and principles of international standard such as humanity, Do no harm, impartiality, neutrality, independency and accountability to affected population and zero Tolerance to Fraud and related activities.

Roles/Responsibilities
- Develop, prioritize and coordinate core messages, policy briefs and position papers on social protectionrelated reforms (e.g. non-contributory basic protection, shock responsive social protection, financing, inclusion).
- Building/managing multi-stakeholder coalitions; Clearly assign roles; Establish shared roadmaps, milestones, and governance for advocacy campaigns.
- Systematically anchor gender mainstreaming, intersectionality and Leave No One Behind in analyses, messages, measures and monitoring (including minimum representation of women in committees/events).
- Ensure political neutrality, do-no-harm, electoral legislation and GIZ compliance; Identify risks (political appropriation, hate speech, disinformation) and back them up with protective measures.
- Set narratives, audience segmentation, channels (traditional/digital), accessibility and timing along the election calendar; Institutionalize factchecking and crisis communication.
- Designing political talks, manifesto dialogues, town halls and debates on social protection; ensure inclusive participation; Feed result logs into policy processes.
- In collaboration with GIZ SEPIN-SUSI SP team, develop and implement trainings/toolkits for CSOs, journalists and candidates on social protection, accountability and evidence-based debate.
- Set up social listening, rapid response mechanisms and partnerships with fact checkers; Implement policies on ethical data use.
- Conduct a ward/community sensitization on the need for them to independently engage with political actors including candidates on the need to mainstream social protection in their political agendas/manifestos.
- Ensuring advocacy is non-partisan and evidence based.
- Strengthen citizen voice and participation.
- Produce reports on all activities carried out during the assignment.

Educational Qualification & Experience Requirements
- Education/training: Advance degree in development studies, Political Sciences, Public Administration, or related social and applied sciences/technology
- Language: B1 -level language proficiency in English and Local language.
- General professional experience: 5 years’ experience in development cooperation and NGO operations.
- Specific professional experience: 4 years’ experience in leading on advocacy campaigns, electoral advocacy and added advantage.
- Leadership/management experience: 3 years’ experience in project management in a company/ organization.
- Regional experience: 2 years’ experience implementing projects in Northeast, Nigeria.
Language required:
Fluency in oral and written English or Hausa is required
