Created in 1979, Action Against Hunger is an international non-governmental organization that fights hunger in the world. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been the basis of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition, in particular during and after emergencies related to conflicts and natural disasters. Mission :
Under the responsibility of the Country Director, you will oversee all ACF operations in North Kivu province, as well as possible emergency operations in Maniema or South Kivu provinces. You will lead a dynamic team that responds to emergencies in three offices in the area (Goma, France, Mweso and Bambo) to contribute to the development and implementation of the country strategy but also to represent ACF with local stakeholders, including, and to ensure the monitoring and negotiation of humanitarian access at the level of the region. You will also assess needs based on the programmatic strategy to ensure the best program support and compliance and harmonization of programmatic and support procedures across the area. Finally,you will monitor the implementation and quality of the programs.
Specifically, your role will be to :
Ensure that all projects are implemented consistently, in accordance with donor timelines and agreements, in accordance with ACF policies and procedures.
To implement tools for project management and for logistical, financial and human resources monitoring.
Ensure monitoring and quality of donor reports, internal reports and data collected in the area of operation.
Support the development and implementation of effective and efficient systems and processes for monitoring, support, quality control and ethics.
Ensure accountability of all; the implementation of functional methods, adapted to listen and address the concerns of communities.
To promote the operations of ACF towards other humanitarian actors as well as communities and authorities.
Provide an analysis of the security situation, specific security risks and measures to be put in place and conduct analyses on access and humanitarian space in order to maintain operations.
Provide support, coaching to field teams, ensure their development and continuous strengthening of their capacities.
This post provides for field trips in the North Kivu region, notably to Mweso and Maniema.
Profile :
You have at least 5 years of experience in a humanitarian organization, ideally including experience in an organization implementing nutrition/health, mental health and psychosocial support programs, food security and livelihoods or EHA.You have already managed and supervised multi-sectoral humanitarian programmes/activities. You also have experience managing teams and programs in complex contexts.You are sensitive to cultural differences, cross-cutting themes of gender, protection and environment. You are able to operationalize these and work in a wide variety of cultural contexts.
You know how to pilot and apply a continuous control mechanism to increase their quality and identify and limit the risks associated with their implementation. You have very good context analysis skills, of a situation and its stakes.You know how to manage a team and have capacities of trainer· demonstrated having at heart to raise in competence and to empower your teams. You have excellent teamwork skills and good relationships both internally and externally.You have a perfect command of the Microsoft Office package. You are organized and reliable, and you are able to show initiative and work with limited supervision. You’re flexible, though,adaptable and patient· with a positive attitude and a good sense of humor!
YOUR EMPLOYMENT CONDITIONS
Fixed-term contract of use under French law: 12 months
Gross monthly salary: from 2899 to 3376 euros depending on experience
Per diem and monthly living expenses : 974$ net, paid in the field
Monthly context allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin with ceiling
Transport and housing : Travel management and collective housing
Medical coverage: 100% of the coverage of health contributions and repatriation insurance
Leave and RnR : 25 days per year of CP and 20 RnR per year; support of the ticket with ceiling to go to the chosen break area, and 215euros of lump sum compensation by RnR
