Assignment :
Under the supervision of the Regional Finance Manager of the Middle East Pool, your mission will be to financially and accountingly monitor three country offices of the pool. In the long term, the portfolio could be enriched by one of the country offices making up the Middle East region and Ukraine.
More specifically, your missions will be as follows:
Ensure the quality of the budget management of the countries (control and analyze the intervention proposal budgets, coordinate the annual budget preparation exercise, monitor financial risks, disseminate and ensure compliance with donor rules);
Provide technical and strategic support in financial management to countries (decision-making assistance and advice to finance department managers, ensure compliance with the financial management framework, participate in training sessions, provide support in the context of nationalization of positions);
Guarantee the accounting compliance of the country offices (supervise the implementation of ACF procedures, ensure the feedback of information as part of the account review and share alerts, validate the cash requirements of the country offices);
Monitor issues related to fund transfers to country offices and diversify transfer options across the region (ensure strategic monitoring related to the banking sector and transfer issues, propose and implement alternative transfer solutions);
Contribute to the region’s action plans, operations and the development of financial management frameworks and policies (participate in discussions and work on the definitions of ACF frameworks, alert on any subject relating to management rules and frameworks, etc.); Contribute to the
recruitment of financial managers for country offices and ensure the functional management of Finance Department Managers in the field.
Profile:
With a higher education of Master 1 or Master 2, business school or university in finance and management, or holder of a DSCG, you have at least 2 years of professional experience in finance positions in the field as an administrator and coordinator with an NGO, and/or in international solidarity contexts. Experience at the headquarters of an NGO would be a plus.
Your ability to support teams as a functional manager, as well as excellent command of budget management, are essential.
You have solid skills in donor budgeting and financial management. You are also proficient in accounting software and have a good knowledge of Excel.
With excellent interpersonal skills, you are able to work under pressure and adapt quickly to different issues.
You have an appetite for traveling in the field is necessary
. Fluent English is essential.
Conditions of employment
Status: Integrated executive – 10-month fixed-term contract – Full time
Location: Ile-de-France
Remuneration: From 41K to 50K euros gross per year over 13 months depending on experience
Benefits: 21 days of RTT
