Overall responsibilities

The Cash for Asset Field Monitor is responsible for community mobilization, identification of beneficiaries and key community assets for rehabilitation and support Income Generating Asset beneficiaries will be responsible for supporting the implementation of the intervention aimed at improving the Food and Nutrition security of

Vulnerable Populations in Yobe state, North-Eastern Nigeria at the LGA level under the supervision of the MEAL Team.

Objective 1: Undertake Cash for Work/Asset and Cash and Voucher interventions at LGA level. Tasks and Responsibilities:

  • Facilitate community sensitization, meetings and training during related  to  Cash for Work/Assetcash activities;
  • Work with community volunteers and other stakeholders to ensure the identification and selection of the most vulnerable IDPs and host communities and provide information to ensure accountability, fairness and transparency during implementation of activities. Create awareness amongst community members and leaders on project goal, objectives, activities and beneficiary selection criteria.

Work closely with community structures to follow up on implementation of conditional cash transfers planned activities with the support from the Project Manager and DPM.

  • Support in the implementation of capacity building training for the target beneficiaries at the community level.
  • Directly implement in the field the program activities in close collaboration with the Program team.
  • Work with community to set up Community Asset Management Committees. Where necessary and develop work norms and work schedule with CFA participants.
  • Supervise CFA activities and Support IGA Officer to conduct and monitor IGA activities. 
  • Participate in various trainings organized by the project. 
  • Collect information to ensure that the surveillance of the conditional and unconditional cash transfers situation in the area of implementation of the program is achieving the expected result, when required.
  • Participate in the registration and distribution of beneficiary Smart cards.
  • Support the preparation of documentation required for the implementation of field activities.
  • Implement sensitization activities for targeted communities about Cash Transfer and strengthening livelihood restoration activities with support from relevant stakeholders.
  • Support in the verification of the beneficiaries to ensure the identification and selection of the most vulnerable population is verified before Cash transfer is made.
  • Support the LGA Supervisor in ensuring that targeting of beneficiaries to receive cash transfers is carried out in a transparent way and with active participation of women and minority members of communities.
  • Support the Program team to ensure that beneficiaries’ access to the provider guarantees protection and gender sensitivity in the field.
  • Work with local communities and other relevant stakeholders to identify community asset building beneficiaries.  Facilitate communities/Community Resilience Group to identify CFA project.
  • Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the Project Manager/Field Coordinator/Program Manager and MEAL Unit.  
  • Actively participate in sensitization and information sharing sessions for the beneficiaries and the communities related to their right to file complaints and receive feedback.

Monitoring and reporting 

Collect information and data on Livelihoods and food security at LGA level through surveys, assessments and regular post distribution monitoring of beneficiary households

  • Support in all assessments for the projects including monthly price and market assessment, regular post distribution monitoring and field supervision visits of beneficiary households.
  • Support to track the progress of activities, challenges encountered, lessons learned and good practices and Compile collected data, pictures and other information from the field.
  • Pass on any information or problems to his/her direct and/or indirect supervisor concerning his/her task, COOPI programs, or safety aspects
  • Keep monitoring tools and files archived at the COOPI office, ensuring their availability to his/her Deputy Project Manager and Project Manager.
  • Compile information to ensure that the surveillance of the farming situation in the area of implementation of the program is achieving the expected result, when required.
  • Collate information and data on livelihoods CFW/CFA and CBT activities through surveys, assessments, regular post distribution monitoring and field supervision visits of beneficiary households.
  • Participate in inter agency coordination forums at LGA and State level as required. 
  • Provide feedback to the programme team based on the field monitoring visits.
  • Support the project team in developing high quality project/programme reports regarding resilience perspective.
  • Liaise with COOPI MEAL Team colleagues and some project partners to ensure timely submission of contributions.  Support the M&E team in analysis of beneficiary data collection through the various tools.
Networking, Mobilization and Coordination Support 

Mobilization and awareness raising about the organization, program objectives and activities to local authorities and the population, and act as a link between the organization and the beneficiaries (at LGA level)

  • Support the Supervisor to ensure that beneficiaries’ access to the service provider guarantees protection and gender sensitivity in the field key activities 
  • Work closely with community structures to follow up on implementation of on farm Income Generating Activities and support in the implementation of Livelihoods capacity building training for the target beneficiaries at the LGA level. 
  • Work with traditional committees to ensure the identification and selection beneficiaries for project activities and provide information to ensure accountability, fairness and transparency during implementation of activities.

                    

  • Supervise the Implementation of sensitisation activities for targeted communities about strengthening livelihood restoration activities whilst collaborating with the State Emergency

Management Authority (SEMA), Extension workers, Community Volunteers, traditional leaders and other key stakeholders in feasible livelihood restoration activities at LGA level. 

  • Support translation of sensitisation messages during outreach and SBCC activities with kknowledge of the local language (Hausa, Fulani and Kanuri).  
  • Represent COOPI in coordination meetings and conferences as requested by the Program  Manager.
  • Responsible for maintaining relationships with farmers, beneficiary groups and Institutions.

Logistic & administration

  • Under the responsibility of the MEAL Officer, Project Manager and Program Manager, contribute to logistical and administrative organization of the activities
  • He contributes to the definition of the needs in materials and tools regarding the program and the planning of interventions.
  • Ensure the safety and good condition of all material provided by COOPI.
  • Inform the Project Manager in case of security incidents, rumours or any security information. 
  • Ensure the follow-up and the proper use of materials and tools used during on-site works.
  • Analyse the security situation in the area and inform the project Manager and Head of Base in case of security incidents, rumours or any security information.

Professional skills and qualifications needed for the position 

  • Degree in Sociology, Agricultural Sciences, Startistics and Evaluation studies, or  revelant training(OND, HND).
  • Experience in field and process monitoring activities.
  • One to two years’ experience in related work
  • Experience/knowledge in data collection, questionnair administration for quantitative and qualitative data collection.
  • Experience in participatory methodologies of Mnitoring adn Evaluation.
  • Experience in facilitating training of trainers to community members on basic monitoring and reporting.
  • Experience working with International NGOs
  • Good communication skills, both oral and written
  • Strong initiative, flexible and able to plan and implement work plan with minimum supervision
  • Awareness of security matters and protocols
  • Willingness to take challenges and to work in difficult conditions
  • Willing and able to be based and travel regularly within remote where services are limited

Preferred:

  • Knowledge of the local language (Hausa and Kanuri).
  • Proficient in data collection and handling bulk registers and monitoring of beneficiaries.
  • Willing and able to be based and travel regularly within remote areas, where services are limited. This ToR shall be inclusive of any other task specifically assigned by the Project Manager and direct supervisor for what concerns the implementation of the program activities.
