Main objective and responsibility of the position
Defining, coordinating and monitoring all care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF nursing protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care.
General Accountabilities:
- Plan and organize all nursing related activities (IPD, OPD, maternity, nutrition, etc.), its organization design and sizing and participates in the definition and update of its associated budget in order to efficiently maintain the continuity of the healthcare at the standard quality levels.
- Coordinate and supervise the implementation of the legal therapeutic protocols, procedures and standards, providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance, as well as ensuring that therapeutic and sterilization rules are used by the health care personnel.
- Ensures all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer paper, etc.) are used correctly, as well as the existing data management tools (i.e. Fuchia, EpiInfo, etc.).
- In cooperation with the pharmacist and medical coordinator, supervise the management and running of the medical equipment and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure its rational use as well as that pharmacy stock levels are permanently updated and above minimum safety point.
- In close coordination with the HR department, plan and supervise the associated processes (recruitment, training, evaluation, development and communication) of the nursing staff of the project in order to ensure both the sizing and the amount of knowledge required, improve people capabilities.
- May be responsible for scheduling duty rosters, shifts and on call of nursing staff.
- In accordance with medical prescriptions and according to protocols in force, supervise the distribution of drugs and equipment as well as train nursing staff to ensure a rationale use of both.
- Be responsible for the surveillance of patients in wards and train nursing staff on Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, informing them regularly about their health state and responding to their questions.
- In close coordination with the logistics manager, supervise laboratory outputs related to nursing activities (blood test) to ensure samples are collected correctly and results are provided on time.
- Supervise nutritional activities to ensure that therapeutic food is provided regularly and complies with quality and quantity standards.
- Supervise implementation of protocols depending on project objectives (Prevention Parent To Child Transmission (PPTCT), Post Exposure Prophylaxis (PEP)) and social services (Voluntary Counseling and Testing (VCT), Information, Education and Communication (IEC), Sexually Gender Based Violence (SGBV), mental health services, etc.
- Report to the line manager on any relevant information linked to nursing activities and participates in monthly reports and definition of annual planning, budget for the project.
Context Specific Accountabilities:
Key Responsibilities
- Lead, in collaboration with the MTL, the transition of MSF-led surgical interventions to MOH-led surgical interventions, through close collaboration with the MOH Leadership (DNS, CMAC).
- Ensure accountability under responsible departments for adherence to the Noma Transition Chronogram.
- Ensure the surgical interventions are appropriately planned for by consistent participation in the pre-intervention meetings led by the MOH. Communicate challenges in preparation as they arise to MTL in a timely manner.
- Ensure the Noma Paediatric units and OT are appropriately staffed, at all times (both during surgical interventions and after), in collaboration with the DNS, IPD Supervisor and MOH Matrons. Support the IPD Supervisor and Matrons to ensure appropriate rosters which adhere to MSF Human Resources regulations and meet safe nurse:patient ratios.
- Ensure MSF Noma Treatment Protocols and MSF Nursing Care Protocols are adhered to throughout Noma Paedaitric units and OT.
- Directly supervises the Physiotherapy department and ensures collaboration between physiotherapy and nurses to ensure adequate pain management. Supports Physiotherapist to provide physiotherapy to Noma patients in accordance with Noma Protocols.
- Ensure IPC adherence to protocols throughout Noma Paediatric units and OT. Appropriately conduct nursing IPC audits, like the PIVC insertion and maintenance audits on a monthly basis in collaboration with IPD Supervisor and Matrons. Consults and collaborates with IPC Supervisor to address IPC gaps. Organizes IPC trainings as recommended by IPC Supervisor and in collaboration with IPC focal persons. Special emphasis given to SSI prevention. Collaborate with Watsan to address IPC concerns when applicable.
- Supervise all nutritional activities in Noma Paediatric units to ensure that therapeutic food is provided regularly and in accordance with MSF Nutrition Protocols.
Specific Accountabilities
- Participate in ward rounds in Noma hospital (done on Mondays and Fridays) and ensure proactivity in terms of attending to patients’ care needs.
- Ensure proper supervision of patient care in the wards according to recommendations, including documentation of care and procedures and handing over of care. Promote nurse-led ward rounds and ensure nurses are trained and capable to lead rounds.
- In accordance with a medical prescription and according to the treatment protocol, enforce and supervise the distribution of drugs and equipment as well as train nursing staff to ensure rational use of both.
- Ensure Nursing Audits are routinely done in close collaboration with MOH Matrons and IPD Supervisor. Analyze outcomes from audits and implement improvement plan to address the gaps.
- Oversee the creation of the monthly MMR and weekly reports for departments under supervision.
- Participate in AP and Mid-Year review planning.
- Oversee onboarding of new staff under respective departments.
- Ensure 24hrs drugs supply, emergency cupboard and weekly supply of other material are in place in Noma (in collaboration with project pharmacy supervisor).
- Identify educational gaps in nurses and nutritional assistants and facilitate/lead/implements trainings as needed.
- Oversee patient transportation reimbursement in collaboration with IPD Supervisor and IPD Nurses.
- Collaborates closely with epidemiology in conducting Noma Research at Noma Children’s Hospital; ensures nurses adhere to research and study protocols, and are educated about the research.
- Collaborates closely with Mental Health department to ensure nurses are providing trauma-informed care, pain management is adequately addressed, and the patient and their caregiver are treated holistically.
- Collaborates closely with the HP and Outreach teams as needed to ensure cohesive messaging about Noma prevention.
- Collaborate with ITFC/Referrals NAM to ensure patients with Noma from other MSF projects and external facilities are appropriately referred to Noma Children’s Hospital.
- Collaborates with ITFC/Referrals NAM to ensure adequate screening for Noma is occurring at ITFC and at referral points.
- Collaborates with Lab Supervisor for patient lab values. Champions Nursing Care: Preparing for Anti-Microbial Stewardship (AMS) Implementation on Noma Paediaric units.
People Management
- Foster a working environment for staff with an emphasis on the Growth Mindset, where staff believe in their ability to develop their own skills and improve, and feel safe.
- Complete timely performance management evaluations for Nursing Team Supervisor, OT Nurse, Physiotherapy Supervisor, and Noma Nutrition Assistants.
- Plan training assessment needs and support the team with on-the-job coaching, support and training.
- Foster strong inter-professional relations between the Noma Nurses, Nutrition Assistants, Physiotherapists, Mental Health, Lab, and Data departments.
- Follows up of the Noma MOH incentivized staff (signs off on all MOH incentivized staff including Admin/Doctors/Nurses/Nutrition Assistant/Dental Technicians (during intervention only)).
- Foster strong professional relations between MSF and MOH staff.

Education Essential nursing diploma for general or specialized health services (Bachelor in science of Nursing Desirable); Specialization or training in surgical interventions
