About DEC
The establishment of Development Exchange Centre (DEC) in 1987 was inspired by a research conducted by a group of volunteers from the Canadian University Services Overseas (CUSO) and the Adult and Non-Formal Education Agency (ANFEA), Bauchi state which highlighted various ways and areas in which women were disadvantaged and marginalized, particularly in the northern part of the country. DEC was conceived as a social enterprise to empower women and improve their living conditions and status through integrated development services and initiatives.
DEC started as a forum to exchange development ideas among practitioners in the industry, but it soon emerged with the mission to deliver both social and economic development services to identified target populations. Over the years DEC has pursued its mission through various capacity building programmes including education; economic empowerment; good governance; health; environment and microcredit services for which DEC is most known and operates in 24 States, with 134 branches.
DEC work in collaboration (including financial, material and technical) from government and non-governmental agencies for its activities which has enhanced the transformation of DEC into an important national resource that has contributed knowledge, skills and expertise to support other organizations to develop and implement innovative programs.

JOB SUMMARY
The ICT Manager is responsible for promoting, designing, and governing DEC’s ICT infrastructure, systems, and digital initiatives in line with global policies and local needs. The role focuses on protecting the organization’s digital environment, ensuring secure and efficient ICT operations, and supporting DEC’s digital transformation. Key responsibilities include monitoring and responding to security threats, managing ICT platforms, contributing to strategic ICT planning, and building staff capacity across DEC’s Microcredit and Social Services operations.
Key Responsibilities
1. Cybersecurity Monitoring & Incident Response
- Monitor networks, systems, and security tools for potential threats, unusual activities, or breaches.
- Investigate and respond to cybersecurity incidents and coordinate remediation efforts.
- Conduct forensic analysis when required and document incident reports.
- Support continuous improvement of system hardening, endpoint security, and data protection.
2. ICT Infrastructure & Systems Management
- Manage DEC Instafin Application and give support and training on the app features
- Ensure DEC ICT infrastructure is implemented and maintained in line with organizational policies, strategies, tools, and procedures.
- Oversee backup systems, disaster recovery plans, and business continuity procedures.
- Manage system configurations, patching, updates, and ensuring optimal performance of ICT platforms.
- Provide operational support and technical troubleshooting to DEC field teams.
3. ICT Strategy & Digital Transformation
- Contribute to overall ICT strategy development and represent ICT needs in organizational planning.
- Support the implementation of DEC’s digital transformation initiatives and ICT-related components of organizational projects.
- Provide technical input in programme development where ICT is relevant, including contributing to related budgets and partner reports.
4. Policy, Compliance & Risk Management
- Support the development and enforcement of cybersecurity and ICT policies, SOPs, standards, and guidelines.
- Ensure compliance with regulatory frameworks and internal ICT governance requirements.
- Identify vulnerabilities and risks, provide recommendations, and follow up on mitigation across departments.
5. Identity & Access Management
- Manage user access rights, authentication processes, and system privileges.
- Ensure secure and controlled access to ICT resources across DEC offices and field operations.
6. ICT Reporting & Documentation
- Produce regular ICT reports for management, including system performance, risks, incidents, and progress on ICT initiatives.
- Maintain technical documentation for systems, procedures, and architecture.
7. Staff Capacity Building & Technical Support
- Provide guidance, coaching, and capacity building for DEC staff and line managers on ICT and cybersecurity best practices.
- Facilitate ICT-related trainings, including cybersecurity awareness sessions and secure system usage.
- Offer technical advice to senior management to support ICT-related decision-making.
8. Innovation & Technology-Driven Improvements
- Promote the use of innovative technologies to enhance service delivery across DEC programmes.
- Identify opportunities for digital enhancements that improve efficiency, security, and operational outcomes.
9. ICT Unit Coordination & Performance Management
- Manage the performance and development of ICT unit members.
- Support the implementation of DEC-specific ICT SOPs, tools, and guidelines within teams.
Qualifications & Requirements
Education
- Bachelor’s degree in computer science, Information Technology, Cybersecurity, or related field.
- Minimum 6 years of MEAL experience, including 2 years in a managerial role, preferably with national NGOs in Developmental context
- Relevant certifications (Certified Ethical Hacker CEH, Comp Telecommunications Industry Association TIA Security Certified Information Systems Security Professional CISSP, Information Technology Infrastructure Library ITIL, etc.) are an added advantage.
Technical Skills
- Strong understanding of INSTAFIN and cybersecurity frameworks (National Institute of Standards and Technology NIST) and ICT governance.
- Experience with Endpoint Detection and Response EDR, firewalls, vulnerability management tools, and ICT infrastructure management.
- Knowledge of networking, cloud security, backup systems, and disaster recovery.
- Ability to manage ICT projects and support digital transformation initiatives.

- Ability to work collaboratively with field and head office teams.
